Box 707 <br />Concord, NC 28026-0707 <br /> <br />Subject: <br /> <br />Kensington Forest - Rocky River Road <br /> <br />Dear Ms. Slack: <br /> <br />The appropriate staff members have reviewed the plans for the subject development. As you are aware, NC <br />Moving Ahead is an initiative recently approved by the Governor that will fund improvements to secondary roads <br />to address needed safety improvements and/or to provide relief to roads that carry an excessively high volume of <br />traffic. Rocky River Road, from Mecklenburg County to NC 49 was one of those roads submitted and approved <br />under the NC Moving Ahead Program. The preliminary scope of the Rocky River Road project will add mm lanes <br />at Hickory Ridge Road and Robinson Church Road as well as other-safety improvements:- Kensington Forest <br />Subdivision would not appear, at this time, to be significantly impacted, if at all, by the potential relocation of <br />Rocky River Road to eliminate the sharp curve North of the site. Preliminary comments are as follows: <br /> <br />· Provide a left mm lane with 150' full storage, 180' bay taper and 270' approach and departure tapers at the <br /> entrance located directly across from the Abbington Subdivision entrance. <br />· Provide a right mm lane with 100' full storage and a 250' departure taper. <br />· .The pavement structure shall be 5.5" AC Base, Type B25.0B, 3.5" AC Binder, Type IIg.0B and 1.5" AC <br /> Surface Course, Type S9.5B to overlay the entire roadway from beg/nning of the left turn approach taper to the <br /> be~nning of the right turn taper. <br />· A driveway permit will be required as well as a performance bond for the road widening. If the subdivision <br /> streets are intended for State maintenance a subdivision review will be required. <br /> <br />At this time, the exact date for the contract letting of the Rocky River Road project is not known; however, <br />NCDOT could perform the developer required improvements with the State project, depending upon the <br />development time frame. If such is the case, the roadway overlay requirement would be eliminated and would be <br />absorbed in the State project; however, the developer will be responsible for the turn lane construction cost when <br />an estimate is performed. Coordination between the developer and NCDOT is essential since the scheduling will <br />dictate the manner in which these roadway improvements will be performed. <br /> <br />These comments are preliminary and may be modified upon receipt of final plan.
