Pavement structure shall be 8" stone, I ~" <br /> surface course with an additional 1" surface course applied when a <br /> majority of the construction is completed. <br /> <br /> 4. Coordination of Road system. The proposed road layout within a <br /> subd~vision shall be coordinated with the existing and planned road <br /> system of the surrounding area, and existing roads shall be <br /> extended whenever possible. This includes connection of the ro~d <br /> system to the system within adjoining subdivisions wherever <br /> possible, and the alignment of entrance roads with existing roads. <br /> Roads that are aligned with existing roads or connected to ex/sting <br /> roads shall be given the same name as the existing road. <br /> <br /> 5. Connections to Adjacent Property. Where necessary to provide <br /> access or to permit the reasonable future subdivision of adjacent <br /> land, rights-of-way and improvements shall be extended to the <br /> boundary of a development. Connections shall be placed at <br /> 1sca=ions where future connection can be made at a reasonable cost <br /> and shall not be directed into wetlands, creeks, steep slopes, or <br /> other locations that would make the future extension of the road <br /> impractical. A temporary turnaround may be required where the dead <br /> end exceeds 250 feet in length. <br /> <br /> 6. Sidewalks. Sidewalks for residential development shall be <br /> installed based on development density. (See Appendix A for <br /> sidewalk construction standards) <br /> <br /> a) In residential developments with average lot sizes greater <br /> than 20,000 square feet no sidewalks shall be required. <br /> b) In residential developments with average lot sizes of 20,000 <br /> square feet or less sidewalks shall be installed on one side <br /> of all streets serving more than 20 lots and where a street <br /> provides access to recreation or co,~on areas. <br /> c) Handicap ra,~s shall be placed at each intersection in <br /> accordance with ADA guidelines. <br /> <br /> 7. The dedication of half roads at the perimeter of a new subdivision <br /> is prohibited. <br /> <br /> 8. Street Trees. Street trees shall be required for any development <br /> within the Thoroughfare Overlay Zone as described in Chapter 4, <br /> Part III of the Cabarrus County Zoning OrdinanCe. <br /> <br /> 9. Cul-de-sac Length. NCDOT standards for cul-de-sac length must be <br /> met. The District Engineer for NCDOT has the right to vary this <br /> standard in conjunction with the SubdLvision Administrator. <br /> <br />Section 12. Access and thoroughfare planning <br /> <br />Ail subdivisions or developments shall be subject to the following provisions <br />relating to access to the public road system. <br /> <br /> A. Access Management. Direct access to public roads is governed by <br /> the classification of that road in the CABARRUS - ROWAN M~O and/or <br /> County Thoroughfare Plans such that: <br /> <br /> 1. No lots may directly access a road classified as a ma~or <br /> thoroughfare. These lots must be served by an internal road <br /> system or marginal access street. <br /> 2. Access shall be lim/ted where lots abut minor thoroughfares <br /> and major collector roads. The Planning and Zoning <br /> Con,mission may at their discretion prohibit direct access <br /> entirely, or may permit limited access based on analysis by <br /> Staff Transportation Planner. <br /> <br /> B. Traffic Impact Analysis. Subdivisions or developments estimated to <br /> produce greater than 200 trips per day are required to provide s <br /> Traffic Impact Analysis (TIA). The TIA must be produced by a <br /> qualified professional and must include, at a minimum, the <br /> following: <br /> <br /> 1. An estimation of traffic generated. <br /> 2. An estimation of trip distribution to and from the <br /> development. <br /> <br /> <br />
