REVISION TO THE AGENDA <br /> <br />Office of the County Manager <br /> <br />August 12, 2004 <br /> <br />Mr. Michael Legg <br />City Manager <br />City of Kannapolis <br />PO Box 1199 <br />Kannapolis, NC 1199 <br /> <br />VIA FAX <br /> <br />Dear Mike, <br /> <br />I read in the Independent Tribune of the mixed-use development planned for Kannapolis <br />Parkway by the GLK Group. I understand that the project is being considered by the <br />Kannapolis Planning Board tonight. <br /> <br />As you're aware, the addition of new homes leads to the need for more schools, which <br />cost about $12,000 per student served to build. The resulting pressure on the property tax <br />rate is growing as fast as our population. Consequently, the Board of Commissioners <br />instituted an adequate public facilities ordinance to provide a means for developers to <br />advance school adequacy when sufficient facilities are not available. <br /> <br />Session Law 2004-39, House Bill 224, Section 5, authorizes Cabarrus County to perform <br />school adequacy review on a county-wide basis, and to enforce those related provisions <br />found in the county's subdivision regulations. <br /> <br />This letter serves as notice that Cabarrus County will, based on the authority described <br />above, enforce the school adequacy requirements of its subdivision regulations on a <br />-county-wide basis, including the area within the corporate limits of the city of <br />-Kannapolis. <br /> <br />Planning Manager Rodger Lentz will notify the GLK that school adequacy review will be <br />required for their projects.
