He expressed appreciation for Mr. Naylor's dedication, loyalty <br />and professionalism during his 14 years of service with Cabarrus County. <br /> <br /> Mr. Naylor accepted the plaque and expressed appreciation for his <br />employment with Cabarrus County. <br /> <br />(D) INFOrmAL P~BLIC COMMENTS <br /> <br /> At 7:08 p.m., Acting Chairman Carruth opened the meeting for Informal <br />Public Comments. He stated each speaker would be limited to three minutes. <br /> <br /> Harold Smith of Kannapolis asked the County Manager to report the <br />actual year-end balance of fund balance at the August meeting as well as <br />explain the difference between fund balance and undesignated fund balance. <br />Further, Mr. Smith reported $1,051,000.00 had been paid to Hartsell & <br />Williams, P.A. from July 1998 to June 1, 2004. He supported the Board's <br />decision to hire in-house legal counsel, stating in his opinion it would be a <br />better use of taxpayers' money. <br /> <br /> Mr. Day reported the last sales tax revenue for FY 2004 would not be <br />available until September 15, 2004. <br /> <br /> Jerry Williamson of Concord objected to the amount of attorney fees <br />paid to Attorney Fletcher Hartsell and to his alleged $250.00 per hour <br />billing fee. I{e further alleged a mistake by Mr. Hartsell had cost the <br />County $130,000.00 and asked the County Attorney to file the necessary <br />paperwork to recoup that money and make a report at the Board's next meeting. <br />Also, Mr. Williamson objected to the School Board's continued operation of <br />the Glenn Center and to the amount of the County School Superintendent's <br />salary. Finally, he stated in his opinion the Board should use taxpayer's <br />money wisely. <br /> <br /> Marilyn Porter, County Attorney, stated Mr. Hartsell's billing rate was <br />$195.00 per hour, not $250.00. <br /> <br /> Phyllis Peeler with the Believers Gospel Ministry commended Cabarrus <br />CARES, a group who donates dog and cat food to low-income families. She <br />stated without the organization,s support, many animals would die. Further, <br />she stated financial support was needed for the spay/neuter clinic. <br /> <br /> There was no one else to address the Board; therefore, Acting Chairman <br />Carruth closed that part of the meeting. <br /> <br />(E) OLD BUSZI~ESS <br /> <br />None. <br /> <br /> CO~S~AGr~A <br /> <br /> Commissioner Carpenter asked that Item F-11 (Selection of Stark <br />Associates as HOM~ Program Administrator) be removed from the Consent Agenda <br />for discussion. <br /> <br />(F-l) Tax Rele&sa And Refund Re~ort - June 200~ <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman <br />Carruth and unanimously carried, the Board approved =he June 2004 Release - <br />Refund Report as submitted by J.
