On January 26, 2004, the Board authorized the Parks Department to formally submit a matching $250,000 N. C. Parks & Recreation Trust Fund Grant to construct an undeveloped 37 acre site on Pharr Mill Road. With Cabarrus County's matching share of $250,000 and the state grant of $250,000, the total of $500,000 will construct Phase i at Pharr Mill Road Park. On May 21, 2004, the N. C.
