The County is required by NCGS 159-30 to safeguard its investment <br />instruments with a fiscal agent or trustee. At its April meeting, the Board <br />awarded its banking contract to Bank of America. Part of that award was for <br />Safekeeping Services with Bank of New York Trust Company acting as trustee <br />for the County's investments. Bank of New York meets all the requirements of <br />the Local Government Commission. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman <br />Carruth and unanimously carried, the Board approved the Custody Agreement for <br />Securities with the Bank of New York Trust Company, subject to final review <br />by the County Attorney; authorized the Deputy County Manager/Finance <br />Director, Assistant Finance Director, Accounting Operations Supervisor and <br />the Budget Officer to deliver oral and written instructions to the Bank of <br />New York pursuant to the Custody Agreement; and authorized the Deputy County <br />Manager/Finance Director to execute the Agreement on behalf of Cabarrus <br />County. <br /> <br />ITEM REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION <br /> <br />(F-11) Selection of Stark Associates as HOM~ Pro~ram ~w-~4nistrator <br /> <br /> Jonathan Marshall, Commerce Director, reported that Requests for <br />Proposals for HOME Program Administration were extended to four Community <br />Development consultants and posted on the County's website. The County <br />received only one proposal, which was from Stark Associates. The proposal was <br />for $15,545.00 of administration, in addition to five percent of the <br />rehabilitation budget. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Acting Chairman <br />Carruth and unanimously carried, the Board selected Stark Associates to <br />administer the HOME Program and approved the contract sub3ect to review and <br />changes by the County Attorney. <br /> <br />(~) NEW BUSINESS <br /> <br />(~-1) Report and Recommendations of the Cabarrua County a. 4..l Control --~ <br />Preservation Task Force <br /> <br /> Commissioner Carpenter recognized the Animal Control and Preservation <br />Task Force members and expressed appreciation for their hard work and service <br />to the County. The Task Force was established by the Board in 2003 to study <br />animal control issues, including the problem of pet overpopulation and <br />growing euthanasia rates. <br /> <br /> Dr. Stewart Roberts, Chairman of the Cabarrus Animal Control and <br />Preservation Task Force, presented the findings and recommendations from the <br />Task Force. He reviewed the following problems that had been identified by <br />the Task Force and the recommended solutions to avoid future cost and <br />suffering: <br /> <br />(1) Poverty level or struggling families/persons: Solution: Auxlliary <br /> spay/neuter program. <br /> <br />For the elderly, low income, single parent or families qualifying <br />for public assistance (food stamps), six veterinarians in the <br />local area have agreed to provide an auxiliary spay/neuter <br />service to qualified indigent persons/families at an average cost <br />of $50 per animal. <br /> <br />The six veterinarians could perform as many as 40 surgeries per <br />month at the average cost of $50 per procedure. This would <br />require funding of $24,000 per year. Jim Cook, at the Department <br />of Social Services, has agreed to render the vouchers for the <br />approved indigent pet owner. Payments of the used vouchers would <br />be paid by the County if the State money was not available to <br />reimburse the veterinarians. All other pet owners and rescue <br />groups have the option of paying to use a low-cost spay neuter <br />program or through their local veterinarians. <br /> <br />Funding sources include: (1) the allocation of all animal control <br />violation revenues back to Animal Control to fund the auxiliary <br />spay/neuter and education program; and (2) State funds collected <br />from the 'I Care" license tag sales and renewals.
