EXTRACT FROM MINUTES OF BOARD OF COMMISSIONERS OF <br /> THE COUNTY OF CABARRUS, NORTH CAROLINA <br /> <br /> The Board of Commissioners for the County of Cabarrus, North Carolina (the "Board"), held a <br />special meeting in the Commissmner's Meeting Room in the Cabarrus County Governmental Center in <br />Concord, North Carolina at 6:00 o'clock p.m., on August 25, 2004, with Robert M. Freeman, Chairman, <br />presiding. The following Commissioners were: <br /> <br />PRESENT: <br /> <br />ABSENT: <br /> <br />ALSO PRESENT: <br /> <br /> The Chairman announced that this was the date and hour fixed by the Board of Commissioners <br />for the public hearing upon the orders entitled: "ORDER AUTHORIZING $94,900,000.00 SCHOOL <br />BONDS" and "ORDER AUTHORIZING $3,100,000.00 COMMUNITY COLLEGE BONDS" and that <br />the Board of Commissioners would immediately hear anyone who might wish to be heard on the <br />questions of the validity of any of said orders or the advisability of issuing any of said bonds. <br /> <br /> No one appeared, either in person or by attorney, to be heard on the questions of the validity of <br />any of said orders or the advisability of issuing any of said bonds and the Clerk to the Board of <br />Commissioners announced that no written statement relating to said questions had been received. <br />NOTE: The preceding portion of this page is written on the theory that no person w~shes to be heard, <br />either orally or in writing. If the contrary is true, one or more of the following clauses may be added after <br />the last sentence on the preceding page: <br /> <br /> except , residing at , who <br /> appeared in person and stated <br /> <br />except <br /> <br />he represented <br />wishes to state <br /> <br />, Esq., who stated that <br /> <br /> , residing at, who <br /> <br /> <br />
