Smitl@/)
Director, Emergency Management Department

,)

From:

Date:

September 8, 2004

Subj ect:

Revisions to the County Hazard Mitigation Plan

In July 2002, Cabarrus County Emergency Management developed a Hazard Mitigation
Plan to address the natural and technological hazards that may threaten the citizens of
Cabarrus County. This plan is required to comply with North Carolina Senate Bill 300
that mandates that all co~ties and municipalities must have a hazard mitigation plan in
order to be elígible for p¥blic assistance funds after a disaster. We included Mount
Pleasant, Harrisburg, and Midland within the original county hazard mitigation plan, as
the county provides planning, zoning, and public safety support for these municipalities.

Since that approval of the plan by the Board of Commissioners, the Federal Emergency
Management Agency (FEMA) has become involved in hazard mitigation planning at the
state level. This situation has required all counties to rewrite the plan to include additional
FEMA guidance and the'final plan must now pass both state and FEMA approval to
fulfill the original requirement.

All of the revisions, changes and additions are in the attached draft. New additions or
revisions are shown in shaded text. Changes to the existing text: old text is lined through
and the changes shown in shaded text directly after it. For clarity, the municipal
mitigation plans are not shown in shaded text. They are a new addition to this plan.

The following is a brief description of the revisions of the Hazard Mitigation Plan by
section.

1.
