Smitl@/) <br />Director, Emergency Management Department <br /> <br />,) <br /> <br />From: <br /> <br />Date: <br /> <br />September 8, 2004 <br /> <br />Subj ect: <br /> <br />Revisions to the County Hazard Mitigation Plan <br /> <br />In July 2002, Cabarrus County Emergency Management developed a Hazard Mitigation <br />Plan to address the natural and technological hazards that may threaten the citizens of <br />Cabarrus County. This plan is required to comply with North Carolina Senate Bill 300 <br />that mandates that all co~ties and municipalities must have a hazard mitigation plan in <br />order to be elígible for p¥blic assistance funds after a disaster. We included Mount <br />Pleasant, Harrisburg, and Midland within the original county hazard mitigation plan, as <br />the county provides planning, zoning, and public safety support for these municipalities. <br /> <br />Since that approval of the plan by the Board of Commissioners, the Federal Emergency <br />Management Agency (FEMA) has become involved in hazard mitigation planning at the <br />state level. This situation has required all counties to rewrite the plan to include additional <br />FEMA guidance and the'final plan must now pass both state and FEMA approval to <br />fulfill the original requirement. <br /> <br />All of the revisions, changes and additions are in the attached draft. New additions or <br />revisions are shown in shaded text. Changes to the existing text: old text is lined through <br />and the changes shown in shaded text directly after it. For clarity, the municipal <br />mitigation plans are not shown in shaded text. They are a new addition to this plan. <br /> <br />The following is a brief description of the revisions of the Hazard Mitigation Plan by <br />section. <br /> <br />1.
