<br />Executive Summary <br /> <br />The Cabarrus County Hazard Mitigation Plan was produced through the joint <br />efforts of the Cabarrus County Emergency Management Department, Commerce <br />Department, with the assistance of the town governments of Mount Pleasant, Harrisburg, <br />and Midland. The cities of Concord and Kannapolis are developing their own mitigation <br />plans and are not included in the county plan. <br /> <br />This plan was developed as the direct result of North Carolina Senate Bill 300, <br />which requires all county and municipalities to have a plan to mitigate hazards within <br />each county. This plan is required to make the county eligible for federal and state public <br />assistance funds in the event of an emergency situation. <br /> <br />The Hazard Mitigation Plan includes the efforts of the municipalities of Mount <br />Pleasant, Harrisburg, and Midland as well. These areas are subject to the same hazards as <br />the remainder ofthe county. While the county provides emergency management and <br />urban planning support to these municipalities, their contributions to the planning and <br />mitigation efforts are an essential part ofthe county plan. These efforts will be integrated <br />with the county plan to ensure a comprehensive approach to hazard mitigation. <br /> <br />The basic plan outlines activities that can be implemented to reduce or eliminate <br />exposure to natural hazards. The emphasis of basic plan is to reduce exposure to flood <br />damages. While flooding is not a widespread hazard within Cabarrus County, it was <br />identified as the natural hazard most likely to impact the greatest number of citizens and <br />the greatest land area. Flooding is also the only natural hazard where the area of impact <br />can be predicted given the rainfall or severe weather event and the characteristics of the <br />drainage basin. Thus, flood damage prevention has the most potential to reduce citizen <br />exposure to natural hazards. <br /> <br />This plan identifies and analyzes all nine natural hazards that could impact <br />Cabarrus County. The annexes to the plan cover hazard identification and analysis; an <br />assessment of the County's vulnerability to natural hazards; an assessment of the <br />County's capability to address natural hazards; and an evaluation of current County <br />policies and ordinances that influence hazard mitigation planning. <br /> <br />Over the next several years, the County will be implementing the identified <br />hazard mitigation strategies to ensure that the public benefits from this planning effort. <br />Through the implementation of this plan, all County and municipal leaders - elected and <br />appointed boards and staff - will be promoting the public health, safety, and welfare. <br /> <br />G-' <br />
