<br /> <br />DATE: <br /> <br />9-9-04 <br /> <br />TO: <br /> <br />John Day, County Manager <br /> <br />FROM: <br /> <br />Jim Cook, DSS Director <br /> <br />RE: <br /> <br />Work First Block Grant for FY 2005-07 <br /> <br />We are once again entering the planning phase for our Work First program at DSS. This <br />takes place every two years, and it involves the development of a plan that we will follow <br />at DSS to serve Work First families. It is designed to either divert them from cash <br />assistance or provide employment-related services to aid them in gaining employment <br />and ending or reducing their dependence on welfare. <br /> <br />There are two items that need to be ~pproved by the Board at their September 20 <br />meeting. These are as follows: <br /> <br />1) The determination of whether we wish that the General Assembly designate us as a <br />Standard or Electing county. Due to the limited benefits of being an electing county <br />and the freedom that we presently have due to our welfare reform legislation, we are <br />requesting that the BOC designate us as a Standard county for FY 2005-07. Work <br />First policy now gives us sufficient leverage to operate creatively under standard <br />county guidelines, and avoid the potential financial risks of electing status. We feel it <br />would be to the County's advantage to remain Standard. <br /> <br />2) The approval by the BOC of the Work First Block Grant Planning Committee for FY <br />2005-07. We are required to form a planning committee comprised of community <br />boards, agencies, business, faith community, and recipients whose mission it will be <br />to provide DSS input into what the needs are in the community, and what should be <br />included in our plan to impact these needs. Weare requesting that the BOC consider <br />approving some members from our Pillowtex Community Planning Committee that <br />worked so well together and provided direction during thePillowtex crisis, to serve in <br />this capacity. (List is attached) The plan also requires a BOC member to serve on <br />this committee. We would need that designation and approval as well.
