<ß

Finance Department

October 1, 2004

To: Cabarrus County Board of Commissioners

From: Pamela S. Dubois, Deputy County Manager ~

Subject: Curbside Recycling in Cabarrus County

Attached is a survey that will be sent out to all County residents in the unincorporated
areas to obtain their vote for or against curbside recycling. The cost of this service to the
residents would add an additional $2.75 per month to their garbage collection bill.

The County's Solid Waste Department and BFI have been working together to offer this
service to the citizens in the unincorporated areas. The only way to provide this
convenient service is by majority consensus (as opposed to a mandatory service). Trash
services in the County are paid directly to the contractor by the residents each quarter.
Tax dollars are not used to provide this service in Cabarrus County.

The main issue I would like to point out to the Board for approval of this survey is this:
"If the majority of the residents want this service, it becomes part of the BFI service
(everyone will pay for the service)". To illustrate this statement:

.

10,000 surveys are distributed
5,000 survey responses returned
55% ofthe 5,000 responses are in favor ofthe service,

.

.

then the service will be put in place for all 10,000 households at a cost of$2.75 per
month.

~
~~~ofœri~~m!Y
NORTH CAROLINA
Finance Department
P.O.
