These are still the best options} but <br />it would be best practice to prescribe which one the County will require. <br /> <br />Payment at the time of final platting is the better of the two methods to meet the intended goal of <br />advancing school adequacy. It does require that the builder/developer pay in advance for some number <br />of homes for which building permits may not be immediately issued however. The result of this may be <br />that builders will choose to include a smaller number of lots on each final plat. If this is the method <br />chosen, the Board should authorize the amendment of the resolution.
