' . <br /> <br />Page <br /> <br />ballot and allowing the citizens the opportunity to have input into the <br />educational future they want for their children; Lorna Felts, residing in <br />Kannapolis, who appeared in person and stated as a business owner and parent <br />she supported the bond referendum and would be willing to pay higher taxes <br />for better school facilities; Angie Carter, residing in Harrisburg, who <br />appeared in person and stated as a single woman with no children she was <br />concerned about the impact that overcrowded schools may have on a child's <br />education and would be willing to pay more taxes to meet the educational <br />needs of the children of Cabarrus County; Jeff Phillips, currently residing <br />in Mecklenburg County, who appeared in person and stated he and his family <br />were scheduled to. close on a house in Cabarrus county on August 26 and had <br />selected this county not bec.ause of its lower tax rate than Mecklenburg <br />County but for its excellent schools and further said the new schools to be <br />built with this bond issue would benefit all children, parents and property <br />owners in Cabarrus County; and Danny Chrisco, residing at 4042 Turnridge <br />Court, Concord, who appeared in person and expressed support of the bond <br />referendum and stated the community owes it to the children to pass this bond <br />referendum and give them the best education possible. <br /> <br />All of the foregoing statements were duly considered by the Board of <br />Commissioners. <br /> <br />Thereupon, upon motion of Commissioner Privette seconded by <br />Commissioner Carpenter, the order introduced and passed on first reading on <br />August 16, 2004 entitled: .ORDER AUTHORIZING $94,900,000.00 SCHOOL BONDS" <br />was read a second time by title and placed upon its final passage. The vote <br />upon the final passage of said order was: <br /> <br />Ayes: Commissioners Privette, Carpenter and Carruth, Vice Chairman <br />Suggs and Chairman Freeman <br /> <br />Noes: <br /> <br />None <br /> <br />The Chairman then announced that the order entitled: .ORDER AUTHORIZING <br />$94,900,000.00 SCHOOL BONDS. had been adopted. <br /> <br />Thereupon, upon. motion of Commissioner Privette, seconded by <br />Commissioner Carpenter, the order introduced and passed on first reading on <br />August 16, 2004 entitled: .ORDER AUTHORIZING $3.100,000.00 COMMUNITY COLLEGE <br />BONDS. was read a second time by title and placed upon its final passage. <br />The vote upon the final passage of said order was: <br /> <br />Ayes: Commissioners Privette, Carpenter and Carruth. Vice Chairman <br />Suggs and Chairman Freeman <br /> <br />Noes: <br /> <br />None <br /> <br />The Chairman then announced that the order entitled: <br />AUTHORIZING $3,100,000.00 COMMUNITY COLLEGE BONDS. had been adopted. <br /> <br />.ORDER <br /> <br />The Clerk to the Board of Commissioners was thereupon dire.cted to <br />publish each of said orders, together with the appended statement attached to <br />each as required by The Local Government Bond Act, as amended, once in ~ <br />Independent Tribune. <br /> <br />Thereupon Commissioner Privette introduced the following resolution, a <br />copy of which had been provided to each Commissioner. and which, was read by <br />title: <br /> <br />(R..olution No. 2004-31. <br />RESOLUTION CALLING A SPECIAL BOND REFERENDUM <br /> <br />BE IT RESOLVED by <br />Cabarrus, North Carolina: <br /> <br />the .Board <br /> <br />of Commissioners <br /> <br />the <br /> <br />County <br /> <br />for <br /> <br />Section 1. A special bond referendum is hereby called to be held <br />between 6:30 A.M. and 7:30 P.M., on Tuesday, November 2, 2004, at which there <br />shall be submitted to the qualified voters of the County of Cabarrus, the <br />questions stated in the form of notice of special bond referendum set forth <br />in Section 3 of this resolution. <br /> <br />Section 2. The Cabarrus County Board of Elections is hereby requested <br />to conduct said referendum and to take all necessary steps. to that end in <br />accordance with the provisions of this s!ction. <br /> <br />Section 3.
