<br />Steve cordelì, Bond Counsel with Smith Mulliss Wicker LLC, stated this
<br />is the last action required by the Board prior to the bond referendum on
<br />November 2. At the request of Vice Chairman Suggs, Mr. Cordell. explained the
<br />difference between a General Obligation Bond and Certificates of
<br />Participation.
<br />
<br />There was brief discussion regarding the school bond and the community
<br />college bond referendum.

<br />
<br />Jonathan Marshall, Commerce Director, distributed the bid tabulation
<br />for the RCCC Workforce Development Center Upfit, Phase II bid opening, which
<br />was held on August 17, 2004, 2:00 p.m., at the Cabarrus County Governmental
<br />Center. He recommended the Board award the bid to the lowest bidder.
