(1'-3) Rowan-C~arrus COIIIIIIUnity College, NCCCS Pro:lect No. Campus (Building '3000) - County Commitment for Funding Board members have expressed their commitment to fund Building 3000 on the South Campus of Rowan-Cabarrus Community College on several occasions. However, the "N.C. Community College System Tentative Approval for Capital Improvement" form was never considered by the Board. This project includes matching State fUnds of $4,357,029.00 and County funds of $3,565,141.00. 1185, South- UPON MOTIOr of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the commitment to fund Building 3000 at the SouQh Campus of Rowan-Cabarrus Community College with a County match of $3,56~,141.00. These funds will be provided by installment financing and general obligation bonds (which will be voted on in November).. (1'-4) Purchase of I'ive Parcels for Turning Lanes at pitts School/Roberta Road Intersection At its September 13, 2004 meeting, the Cabarrus County Board of Education approved the purchase of five parcels of land for construction of turning lanes on Pitts School Road/Roberta Intersection for the new Pitts School Road Elementary as required by the N. C. Department of Transportation. Funds are avail.tJle for this purchase from the COPS III financing. (The purchase of the Robert Methodist parsonage was removed from the land acquisition as t~e church had declined the offer of $12,973.00.) UPON MOTIOH of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the acquisition of property by the Cabarrus Cou~ty Board of Education from the following property owners for turning lanes at pitts School/Roberta Road intersection: Pitts School LLC ($4,727.00); Daniel Cochran ($4,360.00); Helen Jones ($7,030.00); Linda Cox ($9,146.00); and Eunice Mattera ($5,050.00). (1'-5) Resolution Authorising Blectronic Advertisement for Contracts UPON MOTIOH of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board adopted the following resolution. R..olution No. 2004-33 RESOLUTION TO AUTHORIZE THE USE OF ELECTRONIC ADVERTISEMENT FOR CONTRACTS SUBJECT TO G.S. 143-129 Whereas, contracts for construction or repair work, and for the purchase of apparatus, supplies, materials, and equipment that meet the monetary threshold established in G.S. 143-129 must be publicly advertised; and Whereas, G.s. 143-129 (a) authorizes the g.overning board to allow the use of electronic advertisement as an alternative to advertisement in a newspaper of general circulation; and Whereas, in some cases, advertisement. in the newspaper may be the most effective method 'of obtaining competition, but in other cases, advertisement by electronic means may be a more effective and ef(icient method of reaching prospective bidders; and Whereas, it is in all cases. important to provide citizens an opportunity to obtain information about major contracts to be awarded by this entity; Therefore, the Board of Commissioners of Cabarrus County resolves: The County Manager or his or her designee is authorized to advertise using electronic means as an alternative to placing an advertisement in a newspaper of general circulation whenever he or she determines it to be the most effective and efficient method of obtaining competition for a contract. Advertisement by newspaper and electronic means may be used together or in the alternative, and the requiremenbB of G.S. 143-129(a) shall be met as long as one of the methods used meets the minimum time for advertisement under that statute.
