Day, County Manager <br />Date: 10/15/2004 <br /> <br />Re: <br /> <br />Construction Management for the Justice Center Project <br /> <br />The purpose of this memo is to clarify and elaborate on some of the issues disa:ussed <br />at the October 4th meeting concerning construction management for the justice <br />center project. After the presentations, I felt that there were some questions that <br />remained regarding the intent for seeking these solicitations, and as a result some of . <br />the issues raised during the presentations. <br /> <br />The original intent was to consider options for on-site construction management. <br />The proposals and presentations included more services than staff initially requested, <br />however, including services already included in our contract with Ware Bonsall. If the <br />Board wishes to use a construction management firm for any or all of these duplicate <br />services, the contract with Ware-Bonsall should be amended. <br /> <br />The following is a short analysis of the current contract, and some of the issues <br />raised in the presentations by the construction management companies. <br /> <br />Explanation of Ware- Bonsall's Contract <br /> <br />. The services currently contracted through Ware Bonsall include: Schematic <br />Design, Value Engineering, Design Development, Construction Documents, <br />Bidding, and Construction Oversight by the Architect. <br />. Ware-Bonsall will be purchasing the value engineering and estimating <br />services as a part of their existing contract from a separate construction <br />management company. The company they will employ is Hanscomb, <br />Faithful & Gould a worldwide construction management firm that was formed <br />in 1949. They have extensive correctional experiencê in and outside of North <br />Carolina. I have attached their company information and experience for your <br />review. <br />. On Site Construction Management was offered in the original contract for <br />$225,000 as a highly recommended option.
