<br /> <br />, Department of Solid Waste Management <br /> <br />October 6, 2004 <br /> <br />To: Cabarrus County Board of Commissioners <br /> <br />From: Rick Payne <br /> <br />Subject: Amendment to Current Fee Schedule <br /> <br />The Solid Waste Department has been contacted by more than one (1) hauling contractor) <br />requesting a more competitive tipping fee based on large volumes of material brought to <br />the Cabarrus County C&D landfill. This would be through special projects the contractor may <br />have or current daily operations where the contractor maybe utilizing a landfill closer to their job <br />sites. <br /> <br />Thè most recent request came as a result of the demolitio!,,! projects with Pillowtex. The . <br />contractors bidding on the project(s) are estimating 1500-2000 loads and more than 12,000 tons. <br />This project alone could generate more than $200,000.00 in revenue for the Solid Waste <br />Department. <br /> <br />My recommendation is that we offer a reduce rate of $17.50 per ton and a "Flat Rate" of $140.00 <br />based on 12,000 tons during a one (1) year period. A written contract between the County and <br />the hauling contractor drafted by the County attorney must be in place. This contract will include <br />an agreement that any customer\hauling contractor not meeting the requirement of 12,000 tons, <br />the tip fee would revert back to the current fee of $20.00 per ton or $160.00 "Flat Rate" and the <br />hauler will be charged accordingly. The "Flat Rate" is restricted to "Roll-Off Trucks" only. <br /> <br />The landfill received 25,500 tons of C&D material during FY 03. I reviewed the account and <br />tonnage reports and currently only (1) company was close to the volume required; however this <br />aggressive rate could persuade haulers to bring additional loads to our landfill to meet the <br />requirements. . <br /> <br />Cc: Pamela S.
