<br />Water and Sewer Infrastructure <br />The most significant constraint on development in the Midland Plan Area currently is the <br />lack of available water and sewer infrastructure. The amount of development will be controlled by <br />the extension of utilities in the Plan Area. Following the opening of the 1-485 Interchange, any <br />area of proposed utility extensions must be recognized as an area of probable development. It is <br />also important to recognize areas that have been annexed into Stanfield and Locust particularly. <br />These properties are being developed at a higher density then their neighboring parcels because <br />Stanly County is providing utilities. Extension of infrastructure to serve these annexed parcels <br />may provide additional development opportunities for adjacent parcels within the plan area. <br /> <br />Concord Mills Mall <br /> <br />Several commercial developments have also had significant <br />impact. The Concord Mills Mall has not only affected the Midland Plan 3::- <br />Area, but also the County and region as a whole. Its location at the 1- <br />85/Speedway Boulevard interchange allows easy access to shopping, <br />dining, and recreational activities. The Concord Mills Mall employs <br />roughly 4500 people with sales revenues topping 300 million dollars <br />last year. Two (2) percent of this revenue is returned to the county <br />and its municipalities as tax revenue. Since its opening in March of <br />1998 the mali's perimeter has exploded with the development of new restaurants, shopping <br />areas, and hotels. This development has increased employment opportunities and helped to <br />inspire adjacent residential development. <br /> <br /> <br />Motorsports Industry <br />Extending east from Concord Mills Mall is Speedway Boulevard. Speedway Blvd. <br />connects Derita Rd. to NC Hwy 29 where the Lowe's Motor <br />Speedway is located. With the Motorsports Industry growing along <br />with other business and retail uses, this area is an important <br />economic base for Cabarrus County and a mecca for motorsports <br />enthusiasts across the Country. The Lowe's Motor Speedway and <br />other related motors ports facilities provide substantial employment <br />and tax benefits for the County. The Concord Motorsports Park is <br />located along US Hwy 601 in the northern portion of the plan area and benefits from the nearby <br />motorsports facilities.
