<br />IV. <br /> <br />Assembly has approved changes to our Work Over Welfare (WOW) <br />program to assist with adoptions. (refer to section X: Innovative County <br />Strategies) <br />4. Independence from Subsidized Transportation: Due to a lack of <br />transportation funding and the great need for assistance, Cabarrus County <br />DSS will closely work with all Work First Employment Services <br />participants to get the most effective use oftransportation for them. This <br />will be for the joint purpose of promoting self-sufficiency by encouraging <br />them to take the initiative to make individual arrangements for their <br />ongoing transportation as quickly as possible after they are employed. <br />The other purpose will be to preserve funds for other participants who <br />might need this assistance during the year. Cabarrus.County will continue <br />to pursue donated vehicles through the Cars to Work program to assist <br />clients in quickly becoming more independent through obtaining a car. . <br />Close cooperation with Cabarrus County Transport Service (CCTS), the <br />county human service transportation provider will be maintained, as well <br />as encouraging and coordinating transportation through C-K Rider;the <br />public transit system. It is the goal to 'launch' all Work First individuals <br />after 30 days of subsidized transportation and make them independent of <br />this service. <br /> <br />Plans to Achieve Outcomes and Goals <br /> <br />A. Activities <br /> <br />1. Unsubsidized Employment <br />a. Description: The emphasis on employment for Work First recipients, <br />with unsubsidized being the primary emphasis, will be the first priority <br />of business for Cabarrus County. This will involve a wide span of <br />services provided by both Employment social work staff and ESC <br />contract staff to get recipients, and potential recipients, employed as <br />quickly as possible. A wide span of primary and supportive services <br />will be provided to make employment become a reality as quickly as <br />possible. <br />b. Provision: DSS and ESC will be the primary agencies working to get <br />recipients employed. It will involve both direct recipient focused <br />services, as well as employer-focused services. These will be provided <br />at both ESC and the Cabarrus ESC/JobLink Career Center. <br />c. Contribution to meeting of goals: The unsubsidized employment <br />emphasis will have a great impact on meeting several State and Local <br />Work First goals. These include: <br />. Adults entering employment <br />. Meeting both Federal Participation Rates <br />. Providing employment services <br />. Remaining off Work First for employment <br />.
