Provision: This activity will be provided by Rowan -Cabarrus <br />Community College for GED and ESL, and Cabarrus County and <br />Kann~polis City Schools for ESL and/or a high school diploma. <br />c. Contribution to meeting of goals: Secondary school attendance <br />leading to a diploma or GED has an impact on the following goals: <br />. Adults entering employment <br />. Meeting both Federal Participation Rates <br />. Remaining off Work First for employment . <br />. Employed 6 and 12 months after leaving Work First <br />. Reducing the Work First caseload <br />. Prevention of Welfare Dependency <br /> <br />7. Work Experience <br />a. Description: Work Experience has been useful in the past to not only <br />provide recipients of Work First with the opportunity to gain good <br />work habits, work skills, and development of a work ethic. It has also <br />served as a strong incentive to secure paid employment, as the thought <br />of spending hours working for no pay seems somewhat unpleasant, <br />even if skills are being learned. Work Experience in Cabarrus County <br />has generally been used as a last resort for those who have not been <br />able to secure any kind of job. <br />b. Provision: Cabarrus County DSS negotiates the work site contracts <br />with several providers as is deemed necessary throughout the year. In <br />previous years, public schools attracted some to Work Experience, but <br />the County Landfill did not. It was used to give recipients a "push" to <br />move on to better jobs. <br />c. Contribution to meeting of goals: Work Experience can contribute to <br />the meeting of the following goals: <br />. Adults entering employment <br />. Meeting both Federal Participation Rates <br />. Providing employment services <br />. Remaining off Work First for employment <br />. Reducing the Work First caseload <br /> <br />8. GED/HS Completion for Teen Heads of Household <br />a. Description: It is the objective to make every effort to ensure that <br />teenage heads of household remain in school and graduate or receive a <br />high school equivalency. They must satisfactorily attend school, and <br />this will be determined by the public school or community colleges <br />definition of "satisfactory". In some cases, teens have dropped out of <br />school¡prior to graduation to supplement the family income. This is a <br />short-term and inadequate solution to a problem, and must be avoided <br />whenever possible. <br />b. Provision: The Work First employment program will identify and <br />target teen heads of household as quickly as possible once they are <br />recipients of Work First to ensure that they do indeed remain in school <br /> <br />9 <br /> <br />(;-5 <br />
