<br />IX. <br /> <br />A. Social work services will include counseling, encouragement, and a source of <br />accountability for the non-custodial parent to provide for their children. Non- <br />custodial parents will be assessed, and the Employment Unit will serve those <br />who demonstrate a serious desire to cooperate and provide for their children. <br />Those not following through with the Service Plan will be referred back to the <br />Child Support Enforcement Agent for possible court action. <br /> <br />B. Limits for non-custodial parents to receive financial assistance are as follows: <br />1. Their household's countable income must be under 100% of the federal <br />poverty level. <br />2. They cannot have over $2,000.00 in reserve. (cash-on-hand, checking, or <br />savings accounts) <br />3. Benefit limits are $300.00 per year, beginning on the date that the previous <br />benefit was received. Examples of assistance include, but are not limited <br />to the following: <br />a. Tools <br />b. Uniforms <br />c. Car repair <br />4. Benefits must be short-term and non-recurring and must be directly <br />related to securing or maintaining gainful employment to. ensure payment <br />of child support benefits. <br />5. In order to receive the short-term financial assistance, the non-custodial <br />parent must provide proof of employment or job promise from an <br />employer and needs appropriate tools, uniform, or care repair to secure <br />that particular job. <br />6. Financial benefits will not be paid to assist non-custodial parents in <br />looking for work. The benefit must be directly linked to an actual job. <br /> <br />.) <br /> <br />Exemption from the Work Requirement <br />Cabarrus County will mirror the business world in dealing with exemptions from <br />the work requirement for single custodial parents of children under age 1. In our <br />effort to do this, the following policy will be adhered to: <br />. The parent of a newborn child will be exempted for 3 months or 12 weeks. <br />This follows the guidelines ofthe Family Medical Leave Act. <br />. At the end of the 3-month period of exemption, if a licensed medical doctor <br />detern1ines, that due to disability, the parent is unable to participate in <br />employment services, the parent can be exempted, with a doctor's statement <br />for up to 1 year. <br />. There is a lifetime limit of 12 months exemption per individual. <br /> <br />22 <br /> <br />G-5 <br />
