Extension of Work Over Welfare (WOW) Waivers
In Cabarrus County's continuing efforts to serve Work First recipients with the
best and most comprehensive services available to help them escape welfare
dependency, the NC General Assembly renewed and allowed us to update some
sections of our highly successful Work Over Welfare (WOW) program. The
Generally Assembly also reauthorized this law with no expiration date. The most
significant change was the provision of services to children in 'child only cases'
by allowing us to use. federal funds for Work First Cash Assistance and transfer
these funds from the T ANF Block Grant to the Social Services Block Grant to pay
for home studies, attorney fees, and other adoption expenses, as well as provide
an ongoing cash payment for the adoptive family, similar to cash payments
received through Adoption Assistance. This will provide for children who are
living with relatives to be able to be adopted into a more stable living situation.

,)

24

G,5
