Construction Control Corporation

Reference: Dare County, NC
Contact: David Clawsen, Finance Director
Experience: Dare County Law Enforcement Center

I spoke with the Finance Director, David Clawsen, who was the project manager for the
Detention Center project. Mr. Claussen felt Construction Control Corporation provided
adequate service, however, there were problems with the project. The project was multi-
prime. There were $200,000 in legal fees due to disputes between a general contractor
and the subcontractors. The project manager stated that the company did what they could
under the circumstances.

Reference: Rowan County, NC
Contact: Tim Russell, County Manager
Experience: Rowan County School System Construction Manager

.¡

I spoke with Tim Russell, Rowan County Manager, regarding CCM. He stated that
Rowan County was very pleased with CCM. CCM is being used for a $75 million dollar
construction plan by the County school system. CCM is helping to select architects, and
control the project. CCM has been charged with reviewing the construction process to
help control school building costs. Very experienced and knowledgeable.

Reference: Beaufort County, SC
Contact: Jack Sullivan
Experience: Beaufort County Detention Center

I spoke with Jack Sullivan, the project manager. He stated that it was an excellent
experience, and that CCM was very responsive. This was a multi-prime project. There
have been some maintenance issues with the exterior of the building, however, Mr.
Sullivan did not know what the cause of those problems was and who was responsible.

Reference: Randolph County, NC
Contact: David Townsend, County Engineer
Experience: Randolph County Jail

I spoke with David Townsend, the County Engineer. He did not have much contact with
CCM as they were hired through the architect for that project.

SUMMARY

Contract Administration
They were rated well overall. Everyone felt that they were responsive, however, the
experience with Dare County raises concerns regarding their ability to enforce the
contracts as presented.

£-1
