He said Mr. Prewitt and Mr. Cox had explained that the PAC was not connected to the EDC or the Chamber of Commerce. UPON SUBSTITUTB MOTION of Commissioner Carpenter, seconded by Commissioner Carruth with Commissioners Carpenter and Carruth and Chairman Freeman voting for and Commissioner Privette and Vice Chairman Suggs voting against, the Board approved the concept for the restructuring of the Economic Development Corporation as presented with additional information as to the budget, organizational structure, etc. and other revisions to come back to the Board for final approval. (G-l) 2001 Community Development Block Grant Scattered Site Housing Grant Closeout - Public Hearing Kelly Sifford, Community Development Manager, reported $360,000.00 was spent to rehabilitate 17 households and $40,000.00 was spent in the administration of the 2001 CDBG Scattered Site Housing Grant. At 8:51 p.m., Chairman Freeman opened the public hearing regarding the closeout of the 2001 Community Development Block Grant Scattered Site Housing Grant. The Public Hearing Notice was published in THE INDEPENDENT TRIBUNE on August 5 and 8, 2004 and in THE CHARLOTTE OBSERVER (CABARRUS NEIGHBORS) on .1 August 5 and August 8, 2004. There was no one present to address the Board, closed the public hearing. and Chairman Freeman (G-2) Recp¡est for Funds by the Cilbarrus County Board of Education for the Reconstruction of the Northwest Cabarrus High School Gym and Two Classrooms and Related Budget Amendment Pam Dubois, Deputy County Manager, presented the request from the Cabarrus County Schools for $150,000.00 to complete the reconstruction of the Northwest High School auxiliary gymnasium and two classrooms that burned in January 2004. She reported funds of $179,419.00 were available in the COPS II issue that could be used since the Northwest Middle 'School property was collateralized in the issue and the high school and middle school were listed as one site. Liz Poole, Chair of the Cabarrus County Board of Education, reported the insurance settlement' totaled $612,393.73 and a balance of $541,755.73 remained after payment for temporary fencing, demolition and architectural fees. She stated the $898,438.00 contract included the base bid of $754,127.00 for the Auxiliary Gym and $144,311.00 for Alternative No.1 (Classroom Addition), resulting in a difference of $356,682.27. Ms. Poole said the School Board would provide the remaining funds to construct the gym and classrooms and pointed out a wrestling room, which had been discussed at one time, was not included in the construction cost. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs and unanimously carried, the Board adopted the fòllowing budget amendment appropriating $150,000.00 for the construction of the Northwest High School auxiliary gym and two classrooms. DEPARTMENT OF FINANCE AMOUNT: $150,000.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: To fund the Cabarrus County School request of $150,000.00. This money will aid in the reconstruction of the Northwest High School gym and two attached classrooms, which burned last year. The County will use previously unbudgeted Sales Tax Refunds and Interest Income from the Certificates of Participation Series II to fund this request.
