<br />Request to Be Placed on the Agenda <br />Cabarrus County Board of Commissioners <br />November 15, 2004 <br /> <br />Background Information: Centralina Council of Governments (CCOG), using a consultant, <br />completed a Regional Comprehensive Economic Development Strategy (CEDS) for the nine <br />county region focusing on regional priorities that create opportunity and expand innovation. <br /> <br />The Regional CEDS: <br />. Was built on the work done by seven counties <br />. Added information for two counties to provide a regional strategy document <br />. Identify and discuss regional strengths, weaknesses, opportunîties, and threats (SWOT <br />analysis) <br />. Identified key regional clusters that drive the regional.economy <br />. Prioritized regional projects <br />. Included projects identified in the county strategies <br /> <br />The Regional CEDS Committee met three times to discuss the information that was collected by <br />presented by the consultant, AngelouEconomics. On September 29, 2004, the key findings and <br />recommendations for the region were presented at a public ceremony. <br /> <br />Rationale: One ofthe reasons for completing the strategy was to qualify for a reduction in the <br />amount of local dollars required to match a grant from EDA. The next step in the process of <br />qualifying for the reduction is to form an Economic Development District. Once a district is <br />approved, district members receive the 10% discount on the match. In return, CCOGlEconomic <br />Development Commission must agree to update the Regional CEDS on an annual basis and <br />monitor EDA activities in the region. <br /> <br />Weare also seeking endorsement ofthe Regional Economic Development Strategy, "No <br />Boundaries" from our member governments and the Cîty of Charlotte. EDA requires that the <br />strategy be endorsed by a majority of counties in the region. . <br /> <br />More information?
