Easley <br />Governor <br /> <br />May 13, 2004 <br /> <br />Re: US DHS FY 2004 State Homeland Security Grant Program - Citizen Corps <br />Program <br /> <br />Dear County Manager: <br /> <br />This letter is to inform your county of the Citizen Corps Program grant allocation to your <br />jurisdiction under the FY 2004 State Homeland Security Grant Program (SHSGP). <br /> <br />The Citizen Corps Program grant allocation include two funding components for your <br />jurisdiction: (1) creating and promoting a Citizen Corps Council; and (2) creating a <br />Community Emergency Response Team (CERT). <br /> <br />For the 2004 federal fiscal year, the State of North Carolina was allocated $855,000. As <br />required by the Department of Homeland Security (DHS), eighty percent (80%) of the <br />grant funding ($685,000) must be passed through to local governments. <br /> <br />The DHS guidelines for 2004 (copy attached) must be followed. There is a requirement <br />to submit an Initial Strategy Implementation Plan (ISIP) for your jurisdiction for the <br />Citizen Corps Program. All project documentation must be in the ISIP fonnat; a draft <br />ISIP template is attached. Personnel within the Homeland Security Grant Brançh of the <br />Divis.ion of Emergency Management can assist your agency in completing the ISIP. <br />The deadline for local jurisdictions to submit the ISIP for the Citizen Corps Program is <br />May 25, 2004. <br /> <br />Attached is the Jurisdiction Allotment chart that shows the allocation for each <br />jurisdiction. Each county will receive a base amount of $1,500 to create and/or promote <br />a countywide Citizen Corps Council and a base amount of $4,000 to create a CERT <br />team. In addition, if your county has a municipality or other local group that has an <br />existing Council or CERT team, an additional amount is included in your county <br />allotment for that Councilor team. <br /> <br />" <br />\'" <br /> <br />F-ß <br /> <br />Locatiòn: 116 West Jones Street.
