<br />- "Recycled product" means a product containing recycled material. <br /> <br />Responsibilities of County Recycling Program <br /> <br />Each county agency shall have a designated recycling liaison for the Recycling Program. The liaison will <br />be the agency's contact for all recycling and buy recycled issues. The liaison will handle what they are <br />able to then direct all other issues to the Recycling Program Coordinator. The Recycling Program shall: <br /> <br />A. Maintain and keep updated the on-line Swap shop for usable office materials, <br />B. Develop and maintain information about environmentally preferable products and recycled <br />products containing the maximum practicable amount of recycled materials, to be purchased by <br />agencies when~ver possible. The Program Coordinator may modify this list as needed. <br />C. Inform agencies of their responsibilities under this policy and provide implementation assistance. <br />D. Disseminate information on recycled and environmentally preferable product procurement <br />opportunities and any changes in price preference limits to agencies. <br />E. Communicate with agencies to review policy requirements and new procurement opportunities, <br />and to monitor the status of policy implementation product research results. <br />F. Educate agency employees about recycling and waste reduction goals and procedures and <br />ensure participation. The liaisons shall disseminate information about recycling and waste <br />reduction policies and programs and monitor participation in programs and report any problems, <br />suggestions, or other feedback to the program coordinator. <br />G. Publicize the progress of policy implementation. <br />H. Submit an annual report to the Cabarrus County Board of Commissioners reflecting the <br />implementation status of the program, including: <br /> <br />1. A compilation of procurement data collected from all agencies and other parties charged <br />with implementation responsibility under this policy. <br />2. An account of the current status of product evaluations conducted by agencies. <br />3. An assessment of program effectiveness, an evaluation of program goals, and <br />projections of future procurement opportunities. <br />4. Recommendations for changes in the policy. <br /> <br />Responsibilities of all Cabarrus County Agencies <br /> <br />Each Cabarrus County Agency shall: <br /> <br />A. Appoint a recycling liaison to represent the agency and maintain the established program. <br />B. Evaluate each recycled or environmentally preferable product designated by the Recycling <br />Program to determine the extent to which the product may be practicably used by the agency and <br />its contractors. <br />C. Utilize the on-line Swap Shop prior to making any purchases. <br />. D. Purchase environmentally preferable products and services whenever practicable. <br />E. Ensure that contracts issued by the agency require recycled and environmentally preferable <br />products wherever practicable. <br />F. Ensure that contracts issued by the agency for recycled products require the maximum <br />practicable amount of recycled material and that contractors provide certification of this content <br />and report amounts used. <br />G. Ensure that all printing by Cabarrus County agencies uses recycled paper and bears the chasing <br />arrow logo or other imprint identifying it as such. <br />H. Use both sides of paper sheets whenever practicable in printing and copying. <br />I.. Ensure that requests for bids and proposals issued by Cabarrus County require that, whenever <br />practicable, contractors and consultants use recycled paper and both sides of paper sheets. <br /> <br />i <br />".1' <br /> <br />F-/~ <br />
