CABARRUS COUNTY MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />DATE: <br /> <br />COUNTY COMMISSIONERS <br /> <br />M~KE NUNN, MPO DIRECTOR <br /> <br />NC HIGHWAY 73 CORRIDOR STUDY <br /> <br />DECEMBER 16, 2002 <br /> <br />Back,ground <br /> <br />This memo is to request your review and endorsement of the findings of the NC 73 Comdor <br />Study The Lead Planning Agency staff in consultation with the MPO and NCDOT prepared this <br />Study The Cabarrus/South Rowan (CSR) Transportation Advisory Committee approved this <br />Study on May 15, 2002. <br /> <br />NC 73 is a major thoroughfare connecting 1-85 and 1-77 and is a vital east/west comdor for the <br />urban area The limits of thc study is from US 29 to the Cabarrus County line and includes those <br />properties with road frontage along NC 73 Due to the development pressures on this area, it <br />was imperative that a corridor study be completed at tlus time to protect the rights-of-way for <br />future improvements and limit the number of access points along this comdor <br /> <br />Issues/Analysis <br /> <br />There is a veritable mixture of land uses along the comdor ranging from rural residential to <br />industrial Section II of the report explains the specific land uses in this comdor As land use <br />~ntenslfies along NC 73, traffic congestion will follow. Sub-section D on page 6 identifies the <br />future capital improvements needed along tlus comdor such as turn lanes, signal system <br />npgrades, realignments, etc In addition, the NC 73 Corndor Study outbnes six specific <br />recommendations <br /> <br />· Cabarrus County should be encouraged to adopt the Unified Development Ordinance <br /> (LIDO) or selected development standards for the northwestern part of Cabarrus County <br />· Collector streets and service roads should be developed to reduce access points on NC <br /> 73 <br />· The City of Concord, Cabarrus County, and the City of Kannapohs should adopt a <br /> untried overlay district for their junsdmtions along NC 73 <br />· Amend the Cabarrus-South Rowan MPO's Long Range Transportation Plan and <br /> Thoroughfare Plan to make NC 73 a four lane &wded h~ghway with a 120-foot right-of- <br /> way A 1,500-foot minimum spacing &stance should be applied for future median <br /> opening locations and intersections <br /> <br />Page 1 of 2 <br /> <br /> <br />
