January 7, 2003 Pmge 6 <br /> <br /> The Board of Commlssloners for the County of Cabsrrus met zn recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on ~aesday, January 7, 2003, at 6 00 p m <br /> <br /> Present - Chairman Robert M Freeman <br /> Vice Chairman R/chard D Buggs <br /> Commissioners Carol~ B Carpenter <br /> Robert W Carruth <br /> Coy C Prlvette <br /> <br /> Also present were Mr John D Day, Interlm County Manager, Mr Fletcher <br />~ Martsell, Jr . County Atto~ey, Ms Ram Dubols, Assistant F~nance <br />D/rector, MS Cathie Straub, Budget Officer, and Mrs Fra~kle F Bonds, Clerk <br />to the Board <br /> <br /> Chairman Freeman called the meeting to order at 6 12 p m and welcomed <br />those present to the work sesslon <br /> <br /> Mr Make DO~S, Public Safety Services Director, reviewed the proposal <br />for the To~ of Harrisburg to create a munlclpal department for the purpose <br />of providing fire protection services Re stated the Town and the Harrisburg <br />Volunteer and Fire Department have reached a prellmlna~ agreement for the <br />fire department to become a municipal department The To~ has re~ested the <br />Board's endorsement of the proposal and approval for County staff to assist <br /> <br />by County staff in working through the process to establish the department <br /> <br /> Ms Jean Bradley, Mayor Fro Tem of the To~m of Rarrlsburg, spoke an <br /> <br /> Chxe~ Charles Greene of the Harrisburg Volunteer Fire Department <br />with the To~a~ of Harrisburg off/c/als to form a municipal fire department <br /> <br />MISCRLLAB~OUS MEETINGS <br /> <br /> Mr Day reported that representataves of ~ullock Smith and Partners <br />would be in to~ on February 3 and 4 to develop lnfo~atlon concerning <br />lmprovements to the Midway at the fairgrounds The Board agreed to meet <br />wlth the consultants for d~mner on February 3~ at the Expo to discuss the <br />1mprovements <br /> <br /> Mr Day advised that he would be meeting with ;~ln Stein%al, Executive <br />Director of the Convention and Visitor's Bureau, on Thursday to discuss <br /> <br /> Mr Day stated the Cabar~s Regional Cha~%ber of Co~erce ~nual Banc~et <br />would be held at the ExpO on January 24 All Board me~0ers 1ndlcated they <br />planned to attend and arrangements are to be made for corporate tables at the <br /> <br /> Mr Day reported that Blair Bennett, Deputy County Manager for <br />Administration, had suggested that the County contract with an outslde f~rm <br />to perfo~ property tax audits on the larger businesses in Cabarrus county <br /> <br />the tax audits currently being perfo~.ed by County staff She stated a large <br />portion of staff's work at this time involves audits of those companies that <br /> <br /> <br />
