RESOLUTION AMENDING THE <br /> RULES OF PROCEDURE FOR THE <br /> CABARRUS COUNTY <br />BOARD OF COUNTY CO~4ISSIONERS <br /> <br /> BE IT RESOLVED that the Rules of Procedure for the Board of County <br />Commxssloners adopted on September 20, 1999, is hereby amended as follows <br /> <br />V Agenda <br /> <br />Rule 9 Agenda <br /> <br />(a} The clerk to the board shall prepare the agenda for each regular, <br />speclal, and emergency meeting A request to have an item of business placed <br />on the agenda for a regular meet/nS must be recelYed by 10 00 A M f~';c ~5) <br />seven (?) working days prior to the meeting Any board member, may, by a <br />timely request, have an item placed on the agenda <br /> <br />(b} The agenda packet shall include the agenda document, any proposed <br />ordinances or amendments to ordinances, and supporting documentation and <br />background information relevant to items on the agenda A copy of the agenda <br />packet shall be delivered to each board member at least .~:.nct'~ ..... .... ,~v,'~c' one <br />hundred forty-four (144) hours before the meeting Documents in the agenda <br />packet, if not previously available for public lnspectlon, shall become so <br />when packets have been delivered to each board member or left at his or her <br />usual dwel 1 in9 <br /> <br />(c) The board may, by majority vote, add an item not on the agenda <br /> <br />/s/ Robert M Freeman <br /> <br />ATTEST <br />/s/ Frankle F Bonds <br />Frankle F Bonds, Clerk to the Board <br /> <br />STAFF ATTO~Y VS CONTRACT ATTORNEY <br /> <br />legal fees for nearby counties and the cities of Concord and Kannapolls He <br />stated that most counties have a combination of staff and contract legal <br />representation The legal fees for the County, excluding school capital <br />project funds, roi FY 2002 totaled $176,684 00 <br /> <br /> Mr Hartsell stated that he does about 60 percent of the County's legal <br />work that is done by his office Other attorneys ~n bls office do the <br />remalnlng work, ancludlng contract review and real estate issues <br /> <br /> Ms Dubols reported that a reduction in the county's policy to maintain <br />a reserve level of 15 percent would cause a reduction in the County's current <br />AR bond rating This would in turn impact the County's borrowing rates as <br />well as the credit rating of every debt issue in the marketplace and also <br />make the County's debt Instruments difficult to sell in the future <br /> <br />COI~ITYMANA~ER POSITION <br /> <br /> There was brief discussion regardln§ the process to fall the County <br />Manaser pos~tlon Issues addressed by the Board 1ncluded advertisement in <br /> <br /> <br />
