Both our <br />regulations and NCDOT require turn lanes. He sa~d you wdl not~ce <br />~n staff's recommendation that there ~s a condition that those be <br />shown on the maps, and staff have received amended maps. They <br />have met that condition. Mr. Marshall sa~d the primary ~ssues are <br />related to water and sewer. He sa~d the sewer ~s a matter of <br />access across that adjacent property. Water service ~s held up by <br />the restrictions that the Qty of Concord ~s under right now. Mr. <br />Marshall sa~d there ~s a note under the conditions that ~s fairly <br />standard about the water and wastewater meeting the <br />specifications of the Qty of Concord and WSACC as adopted. Staff <br />does find that on a technical level the subdivision does meet all of <br />the design requirements and zoning rsqu~rements. However, ~t ~s <br />not ~n conformance w~th the adequate public facd~t~es ordinance <br />and that ~s related both to the water service as well as schools. He <br />sa~d the water service ~n particular ~s an ~ssue that the Qty of <br />Concord wdl d~scuss through some agreements w~th <br />Charlotte/Mecklenburg utd~t~es. Mr. Marshall sa~d the Board could <br />make approval of th~s conditioned upon them being able to receive <br />water se.~,~ce through the Qty of Concord. !n addition, staff ~s also <br />working with the developer, in looking at adjacent property owners, <br />on some poss~bdit~es for some grant monies to help w~th that sewer <br />situation. It would also gain access to the sewer and water for <br />some Iow-income areas near by. Staff would then under our <br />community development use that water and sewer to prowde those <br />services to those residents. Mr. Marshall said staff have somewhat <br />of a ~nterrelated ~ssue on th~s particular subd~ws~on. Staff <br />recommends, as the Board has done ~n the past, that they rewew <br />this ~n two parts. One, that you vote on the technical aspects and <br />whether or not ~t meets the subd~ws~on regulations. Second that <br />you vote on whether or not ~t meets the adequate pubhc facd~tles <br />ordinance standards. <br /> <br />Mr..]ason Dolan, Concord Eng~neenng & Su.~,ey~ng, addressed the <br />Board stating he has been work~ng w~th the Cabarrus County, <br />Planning Department for the last two months.
