ICABARRUS COUN1q
NORTH CAROLINA

Memorandum

To:

Board of Commissioners

From:

Mike Downs ct~or~
Public Safety Dire

CC: John Day
Interim County Manager

Date: February 7, 2003

Subject:

2000 International Residential Code - Appendix G (2002 Edition)

At your request our office has reviewed Appendix G of the 2000 International Residential
Code and found that it would be to the best interests of the citizens of Cabarms County to
include this Appendix in the County's Code of Ordinances. A copy of the appendix has
been attached for your review. As you will note, the appendix is concerned with the
design and construction of swimming pools, spas, and hot tubs. In addition, it addresses
the requirement to enclose or provide a barrier for such structures. This will require that
all swimming pools, spas, and hot tubs not enclosed within a structure need to be
completely enclosed with a barrier (fence). The fencing requirement will provide
additional authority to the existing requirements of the Cabarms County Zoning
Ordinance.

Our Inspections Division has investigated the possibility of enforcing the additional
standards and found that it would not require any additional man-hours and therefore
recommends to the Board of Commissioners that they consider adopting the code locally.
To do this the Board will need to amend Chapter 14 Buildings and Building Regulations
to include a reference to Appendix G of the 2000 International Residential Code (2002
Edition). This can be prepared and presented at the March meeting for the Board's
adoption.

Budding Inspecbon

Office of Public Safety Services
PO Box 707 · Concord, NC 28026-0707 ° wwwcocabarrus nc us
704-920-2128 · Emergency Mgt/F~re Marshal 704-920-2143 ° Emergency Medical 704-920-2600
