r

Suggested ProcesS_ for Selection of Architect

Several firms are e~pected to respond to the request for qualifications mailed Feb. 5th and
posted on the county web site.
The formation of ~screening committee is suggested. Members might include the
following:

1 or 2 county commissioners
Sheriff
Resident Superior Court Judge
Chief District Cou~t Judge
Clerk of Court
District Attorney
County Manager
1 or 2 county staff involved in the project

The screening corninittee would review submissions and interview a number of
candidates. The cor~nnittee would narrow the field to 3 to $ firms, which would be
interviewed by the Board. After the interviews, the Board may wish to visit facilities
designed by the top, candidates. Soon after, a firm would be chosen by the Board.

Suesested Process~for Selecting a Site

After the architectural firm has determined the space requirements for each component of
the justice center, p{tential sites (including those akeady mentioned) can be identified
and evaluated. Evaluations should include costs (e.g., land, site preparation,
construction), functionality, ability to phase construction, expansion capability, and social
and economic imparts.

The findings would ~oe presented to the Board in a regular meeting. Following that, an
open house session could be held to solicit public comment on the'various sites under
consideration.

The Board would then select a site based on all the information and comments gathered.

Facility, Design

The architect is familiar with general facility requirements and office layouts, but during
the schematic desigri process, needs the involvement of those who will actually use the
facility. Such involx~ement will lead to a fully functional design that meets the specific
needs of the Cabarms County justice community.

The schematic desigh process should be overseen by the Board and county manager to
ensure that general pm'ameters of cost and scale are met.
