CITY

OF CONCORD

7047867068 02/17 '03 08:22 N0.262 01/01

February 14, 2003

READ BY Mit. DAY AT THE MEETING.
REPLACES LETTER DATED 2/10/03
THAT WAS INCLUDED IN' PREPARED
AGENDA

John Day, Intmim County Manager
65 Church Street, SE
Concord, NC 28025

Dear $ohn:

The Concord Mayor and Council have heard concerns from some residents in the eomanunity
regarding City Council's contemplated offer of land off Corban Stxeet. These residents have
requeeted the Council not offer this land to the County. In r~sponse to the~: concerns, Concord
will not be offering this site for use as a Sheriff's Department and jail. You are aware of the
City's d~nonstrat~ efforts in developing strong partnerships wi~ its noighborhoods. The
Council values these partnorsbips and does not want the perceptions of this grg. up of residents to
undermine the relat/onships that have be~'n built.

At the same time, the City still feels ~trong, ly that it is important to work wjtb thc County to keep
the Court facilities downtown. The Couxt system is vital to the economy of downtown Concord
like/t is in most County seats. Th/s is an economy that has been built over the last 200 years.
Add to this the historical significance and tradition which surround~ the downtown/courthouse
marriage and you can see the importance of this issue. The struggles of some of ibc downtowns.
in North Carolina where the Court faeilitie.~ have been moved elsewhere documents the reasons
for this concern.
Wc would like to remain on the Commissioners agenda Monday night to briefly dotail the City's
support for keeping the Court facilities downtown, the reason for our concern over moving it
elsewhere, and to respectfully off~ the City's assistance in identi~ng dowmown locations
. which could result in a site that meets our mutual goals.
We are sJncero in our efforts to work with thc County to'do what is best for our citizens.
Sincerely,

W.
