Day, Interim County Manager <br /> <br />03/05/03 <br /> <br />Fishertown Area Grant Proposals <br /> <br />Staff received four proposals for the proposed Fishertown sewer project. Most of the proposals include <br />a $750,000 CDBG Infrastructure grant and another possible $400,000 Supplemental Grant. If funded <br />under both applications, we could receive $1.15 million dollars. The project was estimated to cost <br />$1.85 million three years ago. Cabarrus County would be required to provide at least 10%, possibly <br />25% local match to obtain the CDBG Infrastxucture grant. We could apply next year for another <br />$700,000 grant, which with local match could possibly complete the project. However, these <br />projections are all based on funding through the Division of Community Assistance which is being cut <br />this year, therefore, less jurisdictions will be funded. It is likely that it will take several funding cycles to <br />complete the project. In terms of time, it could take several years to complete the project if the County <br />relies solely on grant money. The details of the proposals are as follows: <br /> <br />Enclineefin~l Services, P.A. <br />This proposal identified several possible funding sources including grants and Iow interest loans. For a <br />fee of $10,000 this organization will apply for, secure and administer any funding. No more than 10% <br />of any project would be dedicated to grant administration. This is a turnkey proposal for as much <br />funding as the agency can obtain for Cabarrus County. They feel that 100% funding through grants is <br />not a likely option. Engineering Services suggests Iow interest loans as a potential source to complete <br />the project. It is likely that only $750,000 of the approximately $1.85 million project will be in the form of <br />a grant. Their professional opinion is that much of the rest will be in the form of a loan. <br /> <br />Benchmark, Inc. <br /> <br />This proposal is $3,500 for the preparation of a CDBG Infrastructure grant. The administration of the <br />grant would be a not to exceed fee of $85,000. This is a turnkey proposal for only one grant. This <br />grant type would require 5 to 10% local match. The grant would be for a maximum of $750,000. <br />Again, the remainder of the project, $1,175,000, would be local money. <br /> <br />Central Carolina Council of Govemments <br /> <br />COG's proposal is $7,500 to $10,000 for the preparation of grants including DCA's Concentrated <br />Needs and Infrastructure programs. The pricing depends on the level of services that the County <br />requires of them. Only $3,500 of the grant allocation could be used to offset these fees. This proposal <br />also suggests that Cabarrus County could reduce the proposed grant area to increase the <br /> <br /> <br />
