North Carolina Department of Crime Control and Public Safety
Division of Emergency Management

M~_chael F, Eas!ey, Governor Bryan E. Beatty, Secretary.
January 10, 2003

Dear Applicant:

As a result of the Winter Storm that struck the State in early December 2002, several million dollars
in Hazard Mitigation Grant Program (HMGP) funds will be available. North Carolina Division of
Emergency Management (I'iCDEM) staff is in the process of identifying the types of hazard
mitigation projects that will'be funded using HMGP funds. As a part of this process, we must
develop a ranking system t,judge the merits of individual project applications.

Prior to developing this ranking system, NCDEM would like your input on the types of projects you
would like to see funded. Projects designed to reduce vulnerability to multiple hazards, including
winter storm events, in declltred counties will be a high priority for this disaster. Based on input
akeady received, there is likely to be a high demand for projects that insure continuity of operations
for local emergency operations centers and projects that reduce the vulnerability of critical public
facilities to loss from winte~ events.

Using the attached spreadsl~et, please provide us with a brief description of projects (including
estimated budget, name of ~cility (les) and number of people protected) that you feel merit
consideration. If there are other types of projects that are not referenced here, please feel free to
include them in your response. Please make this information available no later than Friday, January
24, 2003.
