North Carolina Association
of County Commissioners

North Carolina League of
Municipalities

January 31, 2003

Mr. John Day
Interim County Manager
Cabarrus County
PO Box 707
Concord, NC 28026-0707

Dear John,

The League of Municipalities and Association of County Commissioners launched a campaign to name the NC
Local Government Wing at the Institute of Government in 1999. So far, over two hundred counties and
municipalities along with the League and Association have pledged and given $565,000 toward the $900,000 goal.

We are writing to encourage Cabarrus County to join as contributor to the campaign. Your gift this year is
especially important because contributions made or pledged by June 30, 2003 will trigger a dollar-for-dollar match
to the Institute's building fund from the Knapp Foundation of St. Michaels, MD, up to a total of $1 million. The
Institute must raise the match to receive the grant!

Your support of this project is important and will be appreciated as you plan your budget for the coming year.
Cabarrus County's suggested one-time contribution to the campaign is $9,320, which equals your Institute dues at
the time the campaign was originally launched. Your gift may be pledged over next three years.

The enclosed Knapp Building renovation and expansion update sheets shows how "our" new wing and the Knapp
Building are shaping up. Jake Wicker's classroom along with an open and sunny atrium gathering space for us to
enjoy during meeting breaks are located in the new wing. I hope you will share these sheets with your board or
council to keep them abreast of the progress.

Local government will benefit from your support of the new wing and will show the depth of our own appreciation
for the important resources and parmership the Institute provides.

Thank you for keeping this campaign in mind as we all look to the future. Our support to help complete the
building will in turn help the Institute to better serve North Carolina's local governments. Best wishes to you in the
coming year!

~ncere thanks,

Ron Aycock
Executive Director
NC Association of County Commissioners

Executive Director
NC League of Municipalities

P.S. Keep in mind that Cabarrus County's gift can also be made by an individual, business, foundation or civic
or professional organization on behalf of your city, and these gifts are fully tax-deductible.
