(1) Appoint and supervise area program staff. (2) Administer area authoriW services. (3) Develop the budget of t~e area authority for review by the area board. (4) Provide information and advice to the participating boards of county commissioners through the county manage~'. (5) Act as liaison between the area authority and the Department. [N.C.G.S. 122C-121] ~. The area director shall administer the programs of the area authority and enforce applicable State laws, rulesDfthe Commission, and rules of the Secretary. The area director in cooperation wit~ the Secretary, other area directors, county program directors and State facility directors ~all provide for the coordination of public services with other area authorities, county programs, and State facilities. [N.C.G.S. 122C-111] Part 3. Evaluation The Area Director shall be *valuated on an annual basis based on criteria established by the Secretary of Health and~uman Services and the Area Board. In conducting the evaluation, the Board shall Consider comments from the participating boards of county commissioners. [N.C.G.S. 122C-121] Section 7. Budget ah_'d Audit Requirements Piedmont Area Authority shall maintain its budget in accordance with Article 3 of Subchapter III of Chapter 1_~9 of the General Statutes, the Local Government Budget and Fiscal Control Act, as requ~ed by G.S. 122C-144.1 (c). In accordance with G.S. 159-34 G.S. 122C-144.1 (c), the ar~ authority shall have an annual audit completed and submit it to the Local Government C~mmission. A copy of this audit shall be given to the Board of County Commissioners of ~ch participating county of the Area Authority as provided in G.S. 122C-117(d). ~ Section 8. Amendment This Joint Resolution may he amended by a resolution jointly approved by the Board of Commissioners of Cabarru~ Rowan, Stanly and Union Counties. Section 9. EffectivaDate This Joint Resolution shall ~_e effective as of January 1, 2004.
