Perm&s required. <br /> <br />Page 73 <br /> <br /> (a) It shall be unlawful for any person to build, construct, repair, <br /> remodel, i~sulate, add to, move or demolish any structure or building <br /> within th~ county without first having secured a permit for the <br /> proposed wc~k. <br /> <br />(b) It shall b~ unlawful to initiate work on any proposed project before a <br /> permit is ~btained. A fee equal to two times the permit fee will be <br /> assessed f~ a violation of this section. <br /> ; <br />(c) A permit ib not required for any construction, installation, repair, <br /> replacemen~ or alteration costing $5,000.00 or less in any single <br /> family re~dence or farm building unless the work involves: the <br /> addition, ~epair, or replacement of load-hearing structures; the <br /> addition (~cluding replacement of same size and capacity} or change in <br /> design of ~lumbing; the addition, replacement, or change in the design <br /> of heatin,, air conditioning, or electrical wiring, devices, <br /> appliances4 or equi~ment~ the use of materi,1, not permitted by the <br /> ........ ~'~ .... : '-~:- ="~: .... ~' International Building Code <br /> (including }North Carolina amendments); or the addition, excluding <br /> replacemen~of like grade fire resistance, or roofing. <br /> <br /> (d) It shall b~ unlawful to commence or proceed with any new construction <br /> without first obtaining an insulation permit. <br /> <br /> (e) It shall b~ unlawful for any person who, for consideration, installs, <br /> alters, or{ restores any insulation or other materials or energy <br /> utilizatio~equipment designed or intended to meet the =tat= ~ui!din~ <br /> ee~e--Inter~tional Buildin~ Code (including North Carolina amendments) <br /> requiremen=~ for insulation and energy utilization standards, to begin <br /> work witho~ first securing a permit. This requirement shall not apply <br /> to an owne~ working upon his own building or to an installer working <br /> under the~supervision of a registered architect or professional <br /> engineer, w~__ose name and registration number shall appear upon the face <br /> of the permit. <br /> <br />(f) It shall b4 unlawful to commence or proceed with construction on any <br /> building ~ structure requiring a fire sprinkler without first <br /> obtaining aifire sprinkler permit. <br /> <br />{g) I~ shall ~e unlawful to commence or proceed with installation, <br /> extension, ~or general repair of any plumbing system without first <br /> securing a ~ermit. <br />(h) It shall b~ unlawful to commence or proceed with the installation, <br /> extension o~ general repair of any heating and cooling equipment system <br /> without first securing a permit. <br /> <br />(i) It shall ~ unlawful to commence or proceed with the installation, <br /> extension, ~lteration, or general repair of any electrical wiring, <br /> devices, appliances, or equipment without first securing a permit. <br /> <br />{J) The followi~g municipalities shall be subject to the requirements of <br /> the county~ D=~'=!c~m=z= C:~:i==: Dc~artm:nt Public Safety Services <br /> Department ~regarding issuance of permits, fees, and inspections: <br /> Concord, Ha.~riaburg, Kannapolis, Midland, and Mount Pleasant. <br /> <br />(k) No applica~ may obtain a permit of any kind without correcting all <br /> code defec~ in his work performed under previously issued permits. <br /> (Ord. of 5-~3-91; Ord. of 12-16-91; Ord. Permi~ application. <br /> <br />(a) Application~ for permits shall be made to the .Dcv:l:~maz% ==~.'ica~ <br /> Dap:r=m~nt ~ublic Safety Services Department and shall be accompanied <br /> by plans ~nd specifications showing ~he proposed work. Sealed <br /> architect ~ engineer drawings of appropriate footer and foundation <br /> design shal~ be submitted when existing structures (which are designed <br /> for human o¢~cupation) are to be relocated to a new property. <br /> <br />(b) No permit .~hall be issued unless the plans and specifications are <br /> identified ~y the name and author thereof. <br /> (Ord.
