ATTACHMENT B Mr. Legg presented a status report on the new Amtrak Station in Kannapolis. Architects are working on the design of the project, which is expected to go out for bid next year. Public input is being received concerning the use of some of the space in the facility. He thanked the Board for the County's financial support of that project. Leadership For~un Ms. woodford invited the Board of Commissioners and Kannapolis City Council to participate in a Focus Forum for elected officials on April 16 at the NorthEast Medical Center. Extraterritorial ~trisdiction end Unified Development Ordinance Councilman Oeathers introduced discussion concerning the need for the County to grant extraterritorial jurisdiction (BTJ) of at least one mile to the City or for the County to adopt the Unified Development Ordinance (UDO) . He stated this would help prevent problems in those areas that are annexed by the City. Mr. Legg reviewed the importance of ETJ areas for development of infrastructure such as curb, gutter, and sidewalks and for growth management. The Board discussed concerns regarding the ~ regulations that have been put into place by the local municipalities and indicated that it is not likely the County will adopt the ~0. Also, Board maunders expressed opposition to the granting of ETJ, stating that persons living within the BTJ do not have the right to vote for City officials. As a compromise, Vice Chairman Carruth proposed the possibility of setting =p a special zoning district or a ~transition" zone for those areas around the cities where there would be unified growth management and development standards. Mr. Day reported that consideration of the UDO is scheduled to come back to the Board in April, having been tabled Eot one year in April 2001. He suggested that County and municipal staff me,ere work together to identify areas targeted for future annexation and to establish zoning and development standards in those areas that are elmilar to those that will be put into plac~ when annexation occurs. ~ON MOTION of Commissioner Privette, seconded by co~iseioner Fennel and unanimously carried, the Board deferred consideration of the proposed Unified D~velopment Ordinance until April 2003~ and, in an effort to achieve a benefit =o =he municipalities similar to that of extraterritorial zoning authority, whil~ still ~neurin~ that residents have the opportunity to vote for =hose who impose zoning and development regulations upon them, the Board directed Coun=~ planning staff to work with municipal planning staffs =o identify areas slated for annexation and develop count,-administered zoning and development standards to put in place in those areas that are similar to those that will be imposed by the municipalities upon annexation of those ar~ae.
