ATTACHMENT D <br /> <br />a city meeting the future... <br /> <br />March 14, 2003 <br /> <br />Jonathan Marshall, Director <br />Cabarrus County Planning Services <br />PO Box 707 <br />Concord, NC 28026-0707 <br /> <br />Subject: <br /> <br />Development Standards <br /> <br />Dear Jonathan: <br /> <br />The Concord City Council adopted a goal in 2001 to pursue a procedure that would apply City <br />development standards to projects outside the city limits that would become City utility customers. <br />The basis of the goal is the likelihood that the City will annex such properties and face the burden <br />of maintaining public facilities such as streets, water lines and sewer lines that do not meet City <br />standards, or have to install public facilities that were not required at all. <br /> <br />Granting extra-territorial jurisdiction to Concord was one possible solution, however, the Board of <br />Commissioners declined. Subsequently, City staff pursued other alternatives. The Institute of <br />Government was consulted about the matter. City staff learned, as your staff has learned, that <br />under the North Carolina General Statutes municipalities may impose development standards <br />outside their city limits as a condition for connection to utility systems. This was recently reported <br />to the City Council and staff members have begun implementation. <br /> <br />New residential and non-residential development projects, which will be utility customers of the <br />City of Concord, will be required to meet the development standards set forth in the Unified <br />Development Ordinance. Your staff has cooperated by participating informally with City staff to <br />begin informing developers about the change. County staff have been and will continue to be <br />consulted in the development of the policy, as well. We need to formalize a policy and procedure <br />to make the implementation as user friendly as possible. Toward that end, I am requesting that <br />you direct your staff to refer developers to the City for requirements for connection to utilities at <br />the earliest possible time. <br /> <br />I appreciate the many ways in which you, Rodger Lentz and your other staff members are <br />involved as planning partners with my coworkers and I.
