tCABAflHUS COUNTYI <br /> <br />DATE: 4-1-03 <br /> <br />TO: <br /> <br />John Day, Interim County Manager <br /> <br />FROM: <br /> <br />Jim Cook, Social Services Director <br /> <br />BOC Agenda Item: Revisions to Work First Plan <br /> <br />We received a letter from the Division of Social Services concerning requested revisions <br />to our FY 2003-05 Work First Block Grant Plan, which the Board approved last October. <br /> <br />These changes are minor and have been underlined on the revised Plan, which is included <br />in this packet. These changes include: <br />1. On page 17, there is a change that deletes the phrase "except for those who are 'S' <br /> exempt" when requiring a substance abuse screening. The client must be screened for <br /> substance abuse, even if they are exempt from participation in the work requirement. <br />2. On page 17, there is a change that states that the Work First program should not be <br /> charged $50.00 by the local mental health authority for substance abuse assessments. <br />3. On page 19, there is a change for the Emergency Assistance program changing <br /> eligibility from fiscal to consecutive years. This causes there to be an actual year <br /> between assistance rather than a client receiving assistance in June and then July, each <br /> different fiscal years. <br />4. On page 21, there is additional text which emphasizes that families who come to the <br /> department for Work First are given the right to apply for Medicaid and Food Stamps <br /> on the day that they first come to the department. <br />5. On page 22, we added a statement under our Work Over Welfare (WOW) revisions to <br /> the effect that we would like to work toward facilitating the adoptions of children in <br /> child only Work First cases where there is no biological parent in the home. <br />6. On page 24, at the end of the Plan, a statement that the plan has been approved by the <br /> BOC and signed by the Chairman is included. <br /> <br />As this must be submitted to the State by May 16, 2003, we are requesting that this be <br />placed on the BOC agenda at their April 21, 2003 meeting.
