He explained the Department's <br />newest innovation is a focus on facilitating the adoption of welfare- <br />recipient children living in households that do not ~nclude one of their <br />biological parents. The State had reviewed the County's Work First Block <br />Grant Plan for FY 2003-05, as approved by the Board in October 2002, and <br />requested minor technical changes. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the revised Work First Block <br />Grant Plan for FY 2003-05 which included the following minor changes and <br />authorized Chairman Freeman to sign the approval statement on behalf of <br />Cabarrus County. <br /> <br />1. On page 17, there is a change that deletes the phrase "except for those <br /> who are 'S' exempt" when requiring a substance abuse screening. The <br /> client must be screened for substance abuse, even if they are exempt from <br /> participation in the work requirement. <br />2. On page 17, there is a change that states that the Work First program <br /> should not be charged $50.00 by the local mental health authority for <br /> substance abuse assessments. <br />3. On page 19, there is a change for the Emergency Assistance program <br /> changing eligibility from fiscal to consecutive years. This causes there <br /> to be an actual year between assistance rather than a client receiving <br /> assistance in June and then July, each different fiscal years. <br />4. On page 21, there is additional text which emphasizes that families who <br /> come to the department for Work First are given the right to apply for <br /> Medicaid and Food Stamps on the day that they first come to the <br /> department. <br />5. On page 22, we added a statement under our Work Over Welfare (WOW) <br /> revisions to the effect that we would like to work toward facilitating the <br /> adoptions of children in child only Work First cases where there is no <br /> biological parent in the home. <br />6. On page 24, at the end of the Plan, a statement that the plan has been <br /> approved by the BOC and signed by the Chairman is included. <br /> <br />(E-18) Authorization to Convert Arena and Event Center Tem~orar~ Positions to <br /> <br />Regular Positions <br /> <br /> Mr. Don Cummings, Human Resources Director, reported that increased <br />events and activity at the Arena and Events Center require converting the <br />following temporary positions to regular positions: Event Coordinator, Grade <br />62 - Full Time; Group Leader, Grade 58- Part Time; and Office Assistant, <br />Grade 58 - Part Time. He explained that funding for these positions is in <br />the current budget. <br /> <br /> There was lengthy discussion regarding the importance of the Arena <br />having an adequate level of staffing to insure the success and marketability <br />of the facility. Issues addressed by the Board included the need for a <br />stable and knowledgeable work force, the use of temporary employees and the <br />possibility of using prisoners to clean the facility. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />with Commissioners Carruth and Privette, Vice Chairman Suggs and Chairman <br />Freeman voting for and Commissioner Carpenter voting against, the Board <br />authorized the following regular positions as requested for the Arena and <br />Events Center: Event Coordinator, Grade 62 - full time; Group Leader, Grade <br />58 - part time, 30 hours per week; and Office Assistant, Grade 58 - part <br />time, 25 hours per week. <br /> <br />(F) NEW BUSINESS <br /> <br />(F-l) Joint Resolution to Include Davldson County es a Partlcipatin~ County <br />of the Multi-County Area Authority Known aa Piedmont Area Mental Health, <br />Developmental Disabilities and Substance Abuse Authority <br /> <br /> <br />
