AGREEMENT NO. 3-19-03 <br /> page 9 of 14 <br /> <br />13. <br /> <br />The City of Concord shall serve as the Lead Planning Agency. Administrative coordination <br />for the TAC and the TCC will be performed by staff of the Lead Planning Agency who shall <br />report to the City of Concord Planning Director. The Lead Planning Agency will be <br />responsible for the following functions: <br /> <br />- Providing a secretary for the TAC and the TCC <br /> <br />- Arranging meetings and agendas <br /> <br />- Maintaining minutes and records <br /> <br />- Preparing a Prospectus and Planning Work Program <br /> <br />- Assembling and publishing the Transportation Improvement Program <br /> <br />- Serving as custodian of the Transportation Plan <br /> <br />- Collecting fi.om local governments, certified and sealed minutes and resolutions <br />that document transportation plan revisions, and submitting these for mutual <br />adoption by the North Carolina Department of Transportation annually or more <br />often if deemed necessary by the TAC or local government involved. <br /> <br />- Monitoring the Transportation Planning Process to insure its execution is in <br />accordance with the most recent goals and objectives survey. <br /> <br />- Performing other coordinating functions as assigned by the TAC fi.om time to <br />time. ~ <br /> <br />- Lead responsibility for structuring public involvement in the transportation <br /> <br />planningprocess. <br /> <br />- Preparation of the Annual PL Expenditure Report <br /> <br />14. <br /> <br />All transportation and related Federal Aid planning grant funds available to promote the <br />cooperative transportation planning process will be expended in accordance with the <br />Plmming Work Program adopted by the TAC. <br /> <br />Administration of funding in support of the Transportation Planning Process on behalf of <br />the TAC will be conducted by the City of Concord which will execute appropriate <br />agreements with funding agencies as provided by the Planning Work Program. <br /> <br /> Section 2. Subscribing agencies to this Memorandum of Understanding may terminate their <br />participation in the Continuing Transportation Planning Process by giving thirty days written notice <br />to other parties prior to the date of termination. If any party should terminate participation, this <br />Memorandum of Understanding shall remain in force and the Cabarrus-Rowan Metropolitan <br />Planning Organization shall continue to operate as long as 75 percent or more of the population <br /> <br /> <br />
