]CASAI~US COUI91Y I <br /> <br />DATE: 5-8-03 <br /> <br />TO: <br /> <br />John Day, Interim County Manager <br /> <br />FROM: <br /> <br />Jim Cook, DSS Director <br /> <br />Grant for Consumer Directed Services in the CAP Program <br /> <br />We would like your consideration and BOC approval to apply for a grant through the NC <br />Division of Medical Assistance that is being recommended by the National Institute of x., <br />Health. The purpose of this Consumer Directed Services grant is to pilot a project so that <br />clients who are applicants for the Community Alternatives Program (CAP) will be given <br />a choice of traditional case manager directed care or consumer directed care. This is <br />being submitted, subject to BOC approval, to meet a State deadline of May 15, 2003 for <br />application. <br /> <br />The amount of the grant is $20,000.00 and this money will not be used for direct client <br />services, but to pay for contracted training of existing staff, marketing, advertising, <br />criminal record checks, and TB and Hepatitis B tests. All direct CAP services to clients <br />will be paid for through the normal CAP process. After this grant runs out, the existing <br />trained staffwill handle all aspects of this program. ~ <br /> <br />Some of the benefits to this approach are that a client will be able to hire and train an aide <br />of their choosing to assist with tasks that we, as an agency, by regulation, are unable to <br />perform. We already have several families who are in this type of situation, and this <br />could greatly benefit them. It would also allow them to hire at different rates, and could <br />assist them in having more hours available for in-home aide care. All liability issues will <br />be handled through agreements developed by the State. <br /> <br />The client will be the employer in these Consumer Directed Services cases, and Good <br />Health Services, who is the staffing agency for our IHA program, will handle the payroll <br />for them. In no instance, will the client handle any of the service money, and the <br />department will do the billing to Medicaid for all reimbursements. The CAP case <br />managers involved in these cases will serve as consultants or counselors, and will <br />monitor, but not direct services. <br /> <br />We feel that this new way of giving consumers a choice will have an impact on improved <br />services to clients.
