Charges for Charitable (County Co-Sponsored) Activities: Charitable non-profit, <br />community-~rving organizations, co-sponsored by the Parks and Recreation <br />Department, ~ho conduct an event a park property for the purpose of raising <br />funds for sp~ific Parks and Recreation projects do not pay facility rental fees or <br />percentage o[ gross receipts, nor are they required to carry insurance. <br /> <br /> ! <br />Commercial ~ctivities: Profit making commercial activities will not be permitted <br />in any public~ facility or upon parklands without prior approval by the Director of <br />Parks and R~reation Department. <br /> <br />Reservation~include existing park and recreation facilities only. Any additional <br />equipment o~. activities (i.e. Spacewalks, Dunking Booths, Hot-Air Balloons,, <br />Fireworks, e~.) must be approved by the Parks and Recreation Director at least <br />two weeks p$or to reservation date. The Director willl require the organization or <br />groups to pr~vide Cabarrus County with evidence of comprehensive liability <br />insurance su~fi, cient to protect the County against risk, with a limit of at least $1 <br />million dolla[s for each occun'ence, which names the County as an additional <br />insured, or c~'tificate of insurance acceptable to the Director of Parks and <br />Recreation a~d the County Attorney. Cabarrus County may also require a waiver <br />of subrogati '~c~n from the sponsoring organization or group. <br /> <br />School vs. C~unty-owned Facilities (Public and Private Schools of Cabarrus <br />County and ~ity of Kannapolis) <br /> <br />1. As ra~tually agreed, no charges are assessed by either party for use of <br /> outd '_~or areas, fields, or courts. Availability of all facilities is based upon <br /> the p~imary user having priority and the secondary user requesting access <br /> durin~ available periods (Monday-Friday 8:00 am - 4:00 pm). All <br /> requ~ts of use of outdoor areas and facilities must be in written form and <br /> apprc~ved by the Director of Parks and Recreation. <br /> <br />Revenue Pro]:l. ucing Facilities will be developed in parks to supplement General <br />Fund revenu~ and to provide the public the broadest possible offering of <br />recreational ~pportunities. The number and type of facilities shall be gauged to <br />provide desired services without acquiring a commercial image. The service in <br />itself must b~the first priority in determining the need and standard of operation <br />for the facili~. <br /> <br />1. As apasic resource of the park system, special facilities shall be <br /> cons .~,ucted with public funds and, depending on the nature of the service <br /> they ~rovide, operated and maintained from user fee revenues. <br /> <br /> <br />
