Section 9. This Resolution shall become effective im~nediately upon its adoption. Thereupon, upon motion of Commissioner Privette, seconded by Commissioner Carpenter, the foregoing resolution entitled "RESOLUTION APPROVING INSTALLMENT CONTRACT FINANCING FOR PUBLIC SCHOOL PROJECTS IN 1%N AGGREGATE PRINCIPAL AMOUNT UP TO $45,000,000 A19D THE EXECUTION AND DELIVERY BY THE CABARRUS COUNTY DEVELOPMENT CORPORATION OF CERTIFICATES OF PARTICIPATION RELATED THERETO, AUTHORIZING THE EXECUTION AND DELIVERY OF RELATED DOCUMENTS IN CONNECTION THEREWITH, AND PROVIDING FOR CERTAIN OTHER RELATED MATTERS" was adopted and passed by the following vote: AYES: Chairman Freeman, Vice Chairman Suggs and Commissioners Carpenter, Carruth and Privette NOES: None (F-3) Appoln~ment of Interim Tax A(~ninistrator Mr. Day reported that Dawn McHale, Tax Administrator, had announced her resignation effective May 29, 2003. He stated Bernard White has agreed to serve as Interim Tax Administrator, working several days each week until the position is filled. Mr. White, a long-time resident of Kannapolis, retired as Assistant Tax Administrator in Mecklenburg County in 1995 and has served as Executive Secretary for the North Carolina Association of Assessing Offlcers for the past eight years. ~I~ON MOTION of Commissioner Carruth, seconded by Commissioner Privett~ and unanimously carried, the Board appointed Bernard White as Interim Tax Administrator (Tax Assessor/Tax Collector) effective May 29, 2003, at a rate of $45.00 per hour and authorized a transition work period prior to that date as needed. The Board by consensus authorized the Human Resources Director to begin advertising for the Tax Administrator position immediately. Board members welcomed Mr. White and thanked him for agreeing to assist Cabarrus County as Interim Tax Administrator. (F-4) Amendments to Cabarrus'County Emergency Operations Plan Mr. Mike Downs, Public Safety Services Director, presented the revised Cabarrus County Emergency Operations Plan. He stated the main revisions involved the following areas: (1) Reorganization of County departments, including new job titles and responsibilities; (2) Designation of the Cabarrus County Senior Center as a Special Needs Shelter; (3) Creation of the County's Special Hazard Response Team and its responsibilities; and (4) Establishment of local threat condition levels that follow the Federal Homeland Security Advisory System. There was discussion regarding the designation of the Senior Center as Special Needs Shelter and the need for another such shelter ~n the annapolis area The Board also discussed issues associated with communications among the sheriff, fire and police agencies. Mr. Downs reported that there are currently three separate 911 centers (Sheriff's Department, City of Concord, City of Kannapolls) operating in Cabarrus County. He suggested the consolidation of ~he three centers in~o one center with a hoard consisting of representatives from each responding agency to oversee the communications system. Mr. Downs also advised that the City of Concord currently maintains and services the communication system and radios for the various emergency agencies in the county. ~IPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board agreed to form a committee to look at the possible consolidation of the three 911 centers into one center.
