This rate of tax is based on an estimated total valuation of property for the purposes of taxation ors 11,317,598,000 at <br />an estimated collection rate of 97.48 percent. The estimated rate of collections as based on the fiscal year ending <br />2002. An estimated total valuation of Real, Personal and Public Service property is $10,212,996,000 and vehicle of <br />$1,104,602,000. <br /> <br />Section VI. <br /> <br /> A. <br /> <br />Special appropriations to non-profit organizations shall be distributed after the execution of an agreement which <br />insures that all County funds are used statutorily permissible public purposes. <br /> <br />The County Manager is hereby authorized to transfer appropriations wathm a fund as contained herein under the <br />following conditions: <br /> <br />1. He may transfer amounts between objects of expenditures and revenues within a department without <br /> limitation. <br /> <br />2. He may transfer amounts up to $25,000 between departments of the same fund. <br /> <br />3. He may not transfer any amounts between funds nor from any contingency appropriation within any fund <br /> without action of the Board of Commissmners. <br /> <br />Additional authority is granted to the manager to transfer amounts within and between funds for the sole <br />purpose of funding salary and benefits adjustments consistent with the Cabarms County Personnel <br />Management Policy and the Cabarms County Personnel Ordinance. <br /> <br />He may enter into and execute change orders or amendments to construction contracts in, amounts up to <br />$25,000 when the appropriate annual budget or capital project ordinance contains sufficient appropriated but <br />unencumbered funds. <br /> <br />He may award and execute contracts which are not required to be bid or which G.S. 143-131 allows to be let <br />on informal bids so long as the annual budget or appropriate capital project ordinance contains sufficient <br />appropriated but unencumbered funds for such purposes. <br /> <br />7. He may execute contracts with outside agencies to properly document budgeted appropriations to such <br /> agencies where G.S. 15 A-248(b), 259, 449 and any similar statutes require such contracts. <br /> <br />8. He may reject formal bids when deemed appropriate and in the best interest of Cabarms County pursuant to <br /> G.S. 143-129(a). <br /> <br />Section VII. <br /> <br />This ordinance and the budget documents shall be the basis for the financial plan for the County of Cabarrus for <br />the 2003-04 Fiscal Year. The County Manager and the Budget Officer shall administer the Budget. The <br />Finance Director shall establish and maintain all records, which are in concurrence with this Budget and Budget <br />Ordinance and the appropriate Statutes of the State of North Carolina. <br /> <br />Adopted this the 16th day of June, 2003. <br /> <br />Robert M.
