She requested the Board's <br />endorsement of a grant application for funding to establish such housing in <br />Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter with Commissioners Prlvette, Carpenter and Carruth voting for, the <br />Board supported the efforts by the Mental Health Association of Central <br />Carolinas to secure funds to establish a group home facility in Cabarrus <br />County and authorized the Chairman to sign the following letter on behalf of <br />the Board. <br /> <br /> May 27, 2003 <br /> Mr. John Tote, Executive Director <br /> Mental Health Association in North Carolina <br /> 3820 Bland Road <br /> Raleigh, NC 27609 <br /> <br /> Dear Mr Tote: <br /> <br /> Cabarrus County recognizes the need in our community for housing for <br /> persons with disabilities, especially the mentally ill The Mental Health <br /> Association of Central Carolinas (~/4A) has a successful history in <br /> establlsh~ng housing for this population. <br /> <br /> Supervised housing is an important component of a quality continuum of <br /> care for persons with mental illness. The Cabarrus County Board of <br /> Comissloners heartily supports the Mental Health Association's <br /> application to the United States Department for Housing and Urban <br /> Development for fundxng support for a group home to serve persons with <br /> mental illness. We understand Piedmont Behavioral Healthcare - Cabarrus <br /> Center will serve the residents to the extent of available resources. <br /> You are encouraged to give the M~A's application favorable consideration. <br /> Please advise if we can provide additional insight in this regard. <br /> <br /> Sincerely, <br /> /e/ Robert M. Freeman <br /> Chairman, Board of Co,unlseloners <br /> <br /> Rowan-Cabarr~s C~un£ty College <br /> <br /> Mr. Tim Foley, Vice President of Rowan-Cabarrus Community College <br /> (RCCC), presented the RCCC funding request, including $803,940.00 for current <br /> expense and $138,688.00 for capital outlay. He co~u~ented on the consolidation <br /> of the RCCC and Cabarrus County Schools cosmetology programs at the expanded <br /> facility at Cloverleaf Shopping Center. Mr. Foley also reviewed plans to <br /> construct a new building on the Cabarrus campus with construction costs to be <br /> shared by the State ($4.3 million) and Cabarrus County ($3.8 milllon). <br /> Design of the new facility is to begin in the fall of 2003 with constz~/ction <br /> to begin in late 2004. <br /> <br /> Mr. Day advised that an additional $12,000.00 is needed for the <br /> Cosmetology Facility for FY 2004. These funds w~ll be added to the proposed <br /> FY 2004 budget. <br /> <br /> Sheriff's Department <br /> Sheriff Brad Riley reviewed the proposed budgets for the Sheriff's <br /> Department, Jail and Animal Control. He reported an increase in the Jail <br /> budget of approxi~tely six percent, stating the increased jail population <br /> has caused an increase in the food sez~ice and health care service contracts. <br /> Also, he stated that $30,000.00 has been included to pay for housing inmates <br /> in other facilities during the next year. A contract with Gaston County is <br /> currently under review and it is hoped that space will also be available in <br /> Burke County to house inmates on a short-term basis. <br /> There was brief discussion regarding the proposed consolidation of the <br /> three 911 centers. Sheriff Riley responded to questions regarding the <br /> benefits of such a consolidation. <br /> <br /> Public Safety <br /> <br /> Mr. Mike Downs, Public Safety Services Directors, reviewed the proposed <br /> budgets for Building Inspections, Emergency Management and Emergency Medical <br /> Services (EMS). He reported staff performed approximately 45,000 inspections <br /> last year. <br /> <br /> <br />
