Box 707 <br />Concord, North Carolina 28026-0707 <br /> <br />Dear Mr. Freeman: <br /> <br />The Board of the Public Health Authority of Cabarrus County will have three <br />appointments open beginning July 1, 2003. All three must be "public members" <br />and are to be appointed from recommendations made by the other four members of <br />the Authority Board. <br /> <br />The Board recommends Dr. Caryn Massari be appointed to a second three-year <br />term filling one of the three "public" positions. Even though the Board recognizes <br />that Mr. Charles Phillips and Mrs. Wanda Douglas have completed two terms on <br />the Board, the Board would like to request an exception and asks that they be <br />appointed for one more term as public members. Both of these individuals have <br />served with distinction and have guided the Authority through its difficult formative <br />years. Mr. Phillips currently serves as the Board chairman and has been <br />instrumental in building and maintaining strong coliaborative relationships with <br />our community health partners. Mrs. Douglas is the only minority representative <br />on our Board and has been a tireless worker in her efforts to make public health <br />services more accessible and available to the medically underserved. <br /> <br />The Public Health Authority is at a critical stage as we seek to meet unprecedented <br />service demands with declining revenues. Mr. Phillips and Mrs. Douglas provide <br />the kind of senior leadership we need to meet the pressures of these demanding <br />times. <br /> <br />Sincerely, <br /> <br />William F.
